A RESOLUTION OF THE MIAMI CITY COMMISSION ENDORSING THE
UNIVERSITY OF MIAMI'S 2016 CLIMATE CHANGE SPECIAL REPORT ("UM
SPECIAL REPORT"); DIRECTING THE SEA LEVEL RISE COMMITTEE
("COMMITTEE") TO PUBLISH A REPORT ("PHASE I REPORT") PROVIDING A
GNERALANALYSIS OF THE UM SPECIAL REPORT, STATING THE
COMMITTEE'S RECOMMENDATIONS ON POLICY SUGGESTIONS CONTAINED
IN THE UM SPECIAL REPORT THAT CAN BE IMMEDIATELY IMPLEMENTED BY
THE CITY OF MIAMI ("CITY"), PROVIDING RECOMMENDATIONS, IF ANY,
REGARDING PUBLIC-PRIVATE NOT FOR PROFIT CORPORATION
PARTNERSHIPS THAT CAN BE. FORGED WITH THE UNIVERSITY OF MIAMI AND
OTHER INSTITUTIONS IN RELATION TO CLIMATE CHANGE, AND
TRANSMITTING THE PHASE I REPORT TO THE WATERFRONT ADVISORY
BOARD; FURTHER DIRECTING THE WATERFRONT ADVISORY BOARD TO
REVIEW THE PHASE I REPORT AND PUBLISH AN ALL-ENCOMPASSING
REPORT ("PHASE II REPORT") THAT INCLUDES THE RECOMMENDATIONS
MADE IN THE PHASE I REPORT, AND ADDS ANY RELEVANT POLICY
SUGGESTIONS; FURTHER DIRECTING THE WATERFRONT ADVISORY BOARD
TO PUBLISH THE PHASE II REPORT TO THE CITY CLERK FOR DISSEMINATION
TO THE CITY COMMISSION AND THE CHAIRPERSON OF ALL CITY BOARDS
AND COMMITTEES.
WHEREAS, pursuant to Resolution No. 15-0072, the City established the City of Miami Sea Level
Rise Committee ("Sea Level Rise Committee"), whose duties are, inter glia, "To serve in an advisory
capacity to the City Commission and recommend any changes to City of Miami ("City") policy to help
the City better combat the deleterious effects of sea level rise"; and
WHEREAS, pursuant to Section 29-122 of the City Code, the City's Waterfront Advisory Board is
tasked with, inter glia, "'provid[ing] advice to the City Commission concerning those issues and only
such other matters as are referred to it by the City Commission in regard to City or public land abutting
water"; and
WHEREAS, the University of Miami ("UM") has issued the UM Special Report, which the City
hereby endorses, summarizing various challenges posed by climate change and potential mitigation
solutions; and
WHEREAS, the City Commission wishes for the abovementioned Sea Level Rise Committee and
Waterfront Advisory Board to review said report and incorporate it into a single final document;
NOW, THEREFORE, BE IT RESOLVED, BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.

Section 2. The City Commission hereby endorses the UM Special Report concerning climate
change.
Section 3. The Sea Level Rise Committee is hereby directed to publish a Phase I Report providing
a general analysis of the UM Special Report, stating the Committee's recommendations on policy
suggestions contained in the UM Special Report that can be immediately implemented by the City,
providing recommendations, if any, regarding public-private not for profit corporation partnerships that
can be forged with UM and other institutions in relation to climate change, and transmitting the Phase I
Report to the Waterfront Advisory Board.
Section 4. The Waterfront Advisory Board is hereby directed to review the Phase I Report, and
publish an all-encompassing Phase 11 Report that includes the recommendations made in the Phase I
Report, and adds any relevant policy suggestions, and further direction to publish the Phase 11 Report
to the City Clerk for dissemination to the City Commission and the chairperson of all City boards and
committees.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {1}

{1) If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted, If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission, '
