I worked in units such as Training and Personnel Development, Planning & Research, Strategic Planning
and Budget and and Inspection Units. I managed Details such as Directives and Correspondence and
Grant Management. Served as the Editor of the Miami Police Departments Annual Report for six (6)
editions. Served on the Selection Committee of Do the Right Thing for over 23 years (1990 to 2013.)
Senior Staff Analyst - Training & Personnel Development Section (2008 - 2013)
This position served as the Training Directors Administrative Assistant and Certification Coordinator.
Acted as liaison between the Miami Police Department and the Florida Department of Law Enforcement
(FDLE) Section in upholding state requirements for the certification of officers. Provided administrative
support to Training Director and his staff.
• Responsible for monitoring and maintaining the recertification of all certified police officers
(police officers, detention officers, reserve officers, and auxiliary officers) through the
Florida Department of Law Enforcement.
• Responsible for the monitoring, compliance and maintaining the recertification of State
certified instructors with the Florida Department of Law Enforcement.
• Ensured interpretation and compliance with FDLE regulations, while developing and
maintaining a working knowledge of the statues and laws relating to recertification.
• Developed spreadsheets and other applications that would track officers' status.
• Utilized. the certification database, Automated Training Management System (AT.MS), and
performed recertification, queries, report and document generation.
• Identified and researched classes and issues that require additional investigation for
discrepancies and ensures appropriate follow up with FDLE, officers and their commanding
officers.
• Responsible for monitoring and submitting compliance for higher educational degrees
eligibility for salary bonuses with the City of Miami by contract and with the State of
Florida for incentive pay.
• Completed projects and special assignments by establishing objectives, determining
priorities, managing time, gaining the cooperation of others, monitoring progress, problem -
solving and making adjustments to plans.
• Responsible for documenting daily attendance for Section of 50 employees.
• Assisted in retrieving documentation for the maintenance for Police accreditation on a
yearly basis.
• Coordinated all requests for Public Record documents for the Training Section.
• Provided assistance to the Training Director with staff meetings by acting as recorder for
minutes, scheduling appointments, and generating weekly and monthly reports and scanning
and approving all documents by providing quality review for all official correspondence and
reports generated by the Section.
• Developed and monitored the list of all recruit classes and police recruits and maintained
their hiring status.
• Skilled in using computer software packages designed for specific data.
Senior Staff Analyst - Planning and Research and Strategic Planning Sections (1988 - 2008)
This position served as a police planner for the Police Chief and his command staff. Provided police
command staff with critical information and researched valuable information used for short and long term
planning. Provided a communique that is disbursed throughout the department bi-weekly. Liaison for
Police Department and City Commission Agenda Office and Office of the Chief of Police.
• Supervised the Detail that issued the bi-weekly Police Official Bulletin (electronically and
papercopy), which lists policy and staff changes, special events, training courses, personnel
openings, and personnel transactions.
• Updated departmental employee's deaths and other important information through the
department's Special Bulletins and Chiefs Bulletins.
• Selected as one of the departments change agents to disburse valuable information.
Coordinated and reported the department's goals and objectives through Strategic Based
Reporting system.
• Developed a manual for command staff which contained important city demographic
information and other useful facts and figures.
• Responded to information from other agencies with surveys and requests for information.
Performed general research and answered correspondence and commendations.
• Served as legislative liaison by drafting police legislation for purchases, donations, policy,
services and requests requiring legal approval and Chief of Police approval.
• Maintained and organize related documents and information so legislation can be prepared

police equipment and supplies.

• Prepared extensive analytical reports of crime information and data. Disseminated crime
data and provided comparisons reports.

• Researched and prepared staff studies that provided information on valuable services or
