finding of a sole source; waiving the requirements for competitive sealed bidding procedures and

estimated at $75,000, allocating fiends from the Department of Fire -Rescue General Fund Account
Code No. 00001.184010.552100.0000.00000, with future years funding subject to availability of
fiends and budgetary approval at the time of need.

Subject: EZ -IO Intraosseous Infusion System and Accessories, Sole Source No. 15-16-015
Background Information:
The Department of Fire -Rescue ("Department") uses the EZ -IO Intraosseous Infusion System to
establish stable and secure vascular access in cardiac arrest and resuscitation scenarios, for both adults
and children.
Fire Departments across the nation utilize EZ -IO as the leading choice for intraosseous access. EZ -IO is
used across multiple health care settings, and is used by 90 percent of United State (US) advanced life
support ambulances and over half of US Emergency Departments. EZ -IO can be used to quickly
establish stable and secure vascular access in less than 10 seconds for adults or children, awake or
unconscious. Many EMS services in the US are using EZ -IO as their first line solution for vascular
access in cardiac arrest and resuscitation scenarios, enabling critical medications and fluids to be given
very early in resuscitative efforts.
In November of 2011, Vidacare Corporation the manufacturer of the EZ -IO Intraosseous Infusion
System and Accessories discontinued the distribution of these products through authorized re -sellers and
began to sell thein directly. As a result of this change, a Sole Source finding by the Chief Procurement
Officer was determined and approved for a contract with Vidacare Corporation.
In September of 2014 Vidacare, LLC (formerly Vidacare Corporation) was acquired by Teleflex
Incorporated. As part of the integration process, Arrow International, Inc. a wholly owned subsidiary of
Teleflex, Incorporated assumed the obligations under the contract.
Given that the Department still needs to continue procuring the EZ -IO Intraosseous Infusion System and
Accessories, and given that a recent investigation has determined that Arrow International, Inc. a wholly
owned subsidiary of Teleflex, Incorporated is still the only provider of this equipment, issuing a
competitive solicitation for this procurement wouldn't be practical for the City. In accordance with
Section 18-92 (a) (1) and (3) of the City of Miami Procurement Ordinance, "sole -source awards may be
made [... J Where the compatibility of equipment, accessories, or replacement parts permits one
reasonable source of supply, " and "Where the unique and specialized expertise of one source of
services is unlikely to be obtained from any other source.
