HomeMy WebLinkAboutR-16-0148Vop City of Miami Legislation < U R �O Resolution: R-16-0148 File Number: 16-00440 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 4/14/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE GRANT FUNDS FROM CITIES OF SERVICE, IN AN AMOUNT NOT TO EXCEED $100,000.00, AND ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED "2015-2016 CITIES OF SERVICE - CHIEF SERVICE OFFICER" IN ORDER TO HIRE A CHIEF SERVICE OFFICER ("CSO") WHO SHALL SUPPORT CITY -LED, CITIZEN -POWERED INITIATIVES TO TARGET SPECIFIC NEEDS ("PROGRAM"); FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND ANY AMENDMENTS, MODIFICATIONS AND EXTENSIONS THERETO, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO ACCEPT THE GRANT, HIRE A CSO AND IMPLEMENT THE PROGRAM. WHEREAS, Cities of Service is a national nonprofit organization that supports mayors and city chief executives in their efforts to engage local communities and residents, identify challenges, and solve problems together; and WHEREAS, Cities of Service will partner with three (3) cities across the country to provide them with the financial capital to each hire a Chief Service Officer ("CSO") who will serve as a force multiplier, forging relationships and engaging partners across sectors to help the administration address their city's most pressing problems ("Program"); and WHEREAS, Cities for Service has selected the City of Miami ("City") as one (1) of its three (3) partner cities, and as such, has awarded the City a Leadership Grant, in an amount not to exceed $100,000.00, to hire a CSO ("Grant") for a period commencing June 1, 2016 through May 31, 2017 ("Term"); and WHEREAS, a condition of the Grant requires that the CSO be a full-time City employee who shall report directly to the Office of the Mayor; and WHEREAS, the Grant further requires that the City commit to sustain the position of CSO for a minimum of one (1) additional year following the expiration of the initial Term, should future funding from Cities for Service not be available; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized {1} to accept the Grant, in a total amount not to exceed $100,000.00, from Cities of Service in order to hire a CSO and implement the Program. All personnel costs related to the hiring of a CSO including, but not limited to, salary and benefits shall not exceed the Grant award for the Term. Section 4. The CSO shall be full-time City employee who shall report directly to the Office of the Mayor. Section 5. The following new Special Revenue Fund is established, and resources are appropriated as described below: PROJECT TITLE: 2015-2016 Cities of Service - Chief Service Officer RESOURCES: Cities of Service $100,000.00 APPROPRIATIONS: 2015-2016 Cities of Service - $100,000.00 Chief Service Officer Section 6. The City Manager is further authorized {1} to execute a grant agreement, in a form acceptable to the City Attorney, and any amendments, modifications and extensions thereto, in a form acceptable to the City Attorney, in order to accept the grant, hire a CSO and implement the Program. Section 7. The City shall sustain the position of CSO for a minimum of one (1) additional year following the expiration of the initial Term, should future funding from Cities for Service not be available. Section 8. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
