SUBJECT: Approval of finding to waive
competitive sealed bidding methods
for Commercial Card Services (P -Card)

Attached please find the public hearing notice for a waiver of the requirement for competitive
sealed bids. The Procurement Department ("Procurement") submits this memorandum on
behalf of the City Manager, requesting a Waiver of Competitive sealed Bidding Methods for the
provision of Commercial Card Services (P -Card).
The agenda item requires a public hearing and a four-fifths (4/5ths) affirmative vote. The item is
scheduled for the City Commission meeting of March 24, 2016.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on March 24,
2016 at 9:00 a.m., in the City Commission Chambers at City Hall, 3500 Pan American Drive,
Miami, Florida, 33133, for the purpose of waiving the requirements of obtaining sealed competitive
bids for the provision of Commercial Card Services (P -Card) with JPMorgan Chase Bank, N.A.,
for a twelve (12) month term (April 1, 2016 — March 31, 2017); further authorizing the City Manager
to execute a Second Amendment to the Participation Agreement for said purposes.
Inquiries from other service providers who feel they might be able to satisfy the City's
requirements for services may contact Diana Arteaga, Senior Advisor to the City Manager at (305)
250-5477.
All interested persons are invited to attend the meeting and may be heard with respect to any
proposition before the City Commission in which the City Commission may take action. Should
any person desire to appeal any decision of the City Commission with respect to any matter to be
considered at this meeting, that person shall ensure that a verbatim record of the proceedings is
made including all testimony and evidence upon which any appeal may be based (F.S. 286.0105).
In accordance with the Americans with Disabilities Act of 1990, persons needing special
