A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERLOCAL
AGREEMENT ("AGREEMENT") BETWEEN THE CITY OF MIAMI AND THE
SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, IN SUBSTANTIALLY THE
ATTACHED FORM, ALLOCATING GRANT FUNDS FROM THE DISTRICT 3 SHARE
OF THE CITY OF MIAMI'S ANTI -POVERTY INITIATIVE PROGRAM, ACCOUNT NO.
00001.98000.882000.0000.00000, IN AN AMOUNT UP TO $235,905.00, FOR THE
CREATION OF A NEW PERMANENT LOCAL MARINE SERVICE TECHNOLOGY
PROGRAM AT LINDSEY HOPKINS TECHNICAL COLLEGE, TO PROVIDE
STUDENTS WITH MARITIME SKILLSETS IN ORDER TO FULFILL THE DEMAND
OF THE NUMEROUS MARITIME JOBS IN THE MIAMI COMMUNITY;
AUTHORIZING THE CITY MANAGER TO EXECUTE ALL OTHER DOCUMENTS,
INCLUDING AMENDMENTS AND MODIFICATIONS TO THE AGREEMENT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY TO
EFFECTUATE THE DONATION.
WHEREAS, the City of Miami Commission ("City Commission") created the Anti -Poverty Initiative
to assist low-income residents within the City of Miami ("City"); and
WHEREAS, the City Commission approved the establishment of Accounts for the five (5) City
Commission districts, for the sole purpose of allocating Anti -Poverty Initiative Funds to said districts;
and
WHEREAS, Lindsey Hopkins Technical College, a political subdivision of the State of Florida,
whose address is 750 Northwest. 20th Street, Miami, Florida needs resources for the creation of a
new permanent local Marine Service Technology Program ("Marine Service Program"); and
WHEREAS, such an educational program currently does not exist in Miami -Dade County, a
community located near water with a billion dollar marine industry; the City and the School Board of
Miami -Dade County ("School Board") acknowledge it is necessary for an educational program to
educate the local residents and attract jobs to such an important industry; and
WHEREAS, the City Commission wishes to assist the School Board to establish this new and
long-lasting Marine Service Program; and
WHEREAS, the initial implementation of this Marine Service Program consists of twenty (20)
participants in the Marine Service Program; and
WHEREAS, equipment and fixed assets required for the start-up of the Marine Service Program
total an amount of $335,905.00; and
WHEREAS, the District 3 Commissioner desires to donate the necessary equipment and fixed

assets for the Marine Service Program, in the amount of $235,905.00 ("Funds"), to assist residents
for maritime skillsets to further their job skills and fulfill the demand of for maritime jobs in the Miami
community; and
WHEREAS, the School Board has committed to acquiring the remainder $100,000.00 to assist
with purchasing the necessary equipment and fixed assets for the start-up of the Marine Service
Program; and
WHEREAS, the City Commission desires to enter into an Interlocal Agreement ("Agreement") with
the School Board in an amount not to exceed $235,905.00 to the School Board for the purpose of
purchasing the fixed assets needed to create the new Marine Service Program; and requiring that
Miami School Board ascertain the remainder $100,000.00;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by
reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized {1} to execute an Agreement Between the City and the
School Board, in substantially the attached form, allocating grant funds from the District 3 share of the
City's Anti -Poverty Initiative Program, Account No. 00001.98000.882000.0000.00000, in an amount
up to $235,905.00, for a new permanent local Marine Service Program at Lindsey Hopkins Technical
College, to provide students with maritime skillsets in order to fulfill the demand of maritime jobs in the
Miami community.
Section 3. The City Manager is further authorized {1} to execute all other documents, including
amendments and modifications to the Agreement, in a form acceptable to the City Attorney, as may
be necessary to effectuate the donation.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
