Federal regulations governing CDBG and other HUD programs require that a participating jurisdiction provide citizens with reasonable notice of
and an opportunity to comment on any new allocation and/ or amendment of HUD programs. In addition, the public is advised of the proposed
new allocation(s)/ amendments to the funding of the City program(s)as indicated below:" t #
1. Discussion and proposed resolution authorizing the City Manager to submit the City of Miami's ("CITY") Annual Action Plan for fiscal year
2016-2017 to the United States Department of Housing and Urban Development (HUD) for review and approval.
2. Discussion and proposed resolution authorizing the City Manager to grant an extension of time for 2015-2016 agreement between the City
of Miami ("CITY") and the agencies specified below, extending the agreement end date from March 31, 2016 to September 30, 2016 of
Community Development Block Grant (CDBG) for Economic Development activities.

ANNt1AL ACTION PLAN FOR
FISCAL YEAR 2016-2017
As per the Code of Federal Regulations 24 CFR 91.200, the U.S. Department of Housing and Urban
Development ("I -IUD") requires entitlement cities that receive funds under its grant programs to prepare
an Annual Action Plan, which details proposed activities to maximize the benefits of federal funding for
low income residents. The City of Miami is required to report annually to HUD on projects funded through
the Community Development Block Grant ("CDBG"); Home Investment Partnership ("HOME");
Emergency Solutions Grant ("ESG"); and Housing Opportunities for Persons With AIDS ("HOPWA")
programs.
The City of Miami Department of Community and Economic Development has completed a draft of its
FY2016-2017 Action Plan. The Annual Action Plan will be available for public review and comment for
a period of no less than 30 days. The review and comment period begins on February 22, 2016, and ends
March 23, 2016. The plan will be presented to City Commission for approval on March 24, 2016, (public
hearing) at City Commission Chambers, 3500 Pan American Drive, Miami, FL 33130 at 9:00 a.m.
Draft copies of the Plan will be available at the City of Miami Department of Community and Economic
Development office located at 444 SW 2nd Avenue, 2nd Floor, Miami, FL, 33130 or on its website at
www.iiiiaiiiigov.coiii/commuiiitydevelopment on February 22, 2016. Comments to the plan must be
submitted, in writing to: 444 SW 2nd Avenue, 21d Floor, Miami, FL, 33130; Attn.: Roberto Tazoe or
