A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE GRANT
FUNDS FROM THE CITIES FOR FINANCIAL EMPOWERMENT FUND, INC., IN AN
AMOUNT NOT TO EXCEED $493,375.00, AND ESTABLISHING A NEW SPECIAL
REVENUE PROJECT ENTITLED "SUMMER YOUTH EMPLOYMENT AND
FINANCIAL EMPOWERMENT PROGRAM 2016" TO SUPPORT UP TO ONE
HUNDRED FIFTY (150) SUMMER YOUTH EMPLOYMENT OPPORTUNITIES, AND
TO DEVELOP PROGRAM COMPONENTS TO CONNECT PARTICIPANTS TO
FINANCIAL COUNSELING AND BANKING OPPORTUNITIES ("PROGRAM");
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ANY
AMENDMENTS, MODIFICATIONS AND EXTENSIONS THERETO, IN A FORM
ACCEPTABLE TO THE CITYATTORNEY, IN ORDER TO ACCEPT THE GRANT
AND IMPLEMENT THE PROGRAM.
WHEREAS, the Assets, Capital, Community, Education, Savings and Success Miami ("ACCESS
Miami") Initiative unites City of Miami ("City") resources with similar resources available in the public,
private, and non-profit sectors, to offer tools and education that enable City residents to improve their
quality of life; and
WHEREAS, as one (1) of its four (4) cornerstones, ACCESS Miami has the goal of assisting the
City's residents with access to benefits and the opportunity to reach financial self-sufficiency through
financial literacy education; and
WHEREAS, the mission of the Cities for Financial Empowerment Fund, Inc. ("CFE Fund") is to
leverage municipal engagement to improve the financial stability of low- and moderate -income
households by embedding financial empowerment strategies into local government infrastructure; and
WHEREAS, the CFE Fund is launching its third (3rd) year of Summer Jobs Connect ("SJC"), a
research program supporting summer youth employment programs that provide, in part, one-on-one
financial counseling, financial education and access to banking initiatives for low- and
moderate -income youth; and
WHEREAS, the CFE Fund has partnered with ten (10) of the largest cities in the United States,
including the City, to implement SJC; and
WHEREAS, since the inception of SJC, the City has employed 230 youth throughout the City and
generated over $595,600.00 in economic impact; and
WHEREAS, the CFE Fund has awarded the City a grant, in an amount not to exceed $493,375.00
("Grant"), to hire up to one hundred fifty (150) youths, ages 16 through 19, residing in low- and
moderate -income census tracts within the City to establish the Summer Youth Employment and
Financial Empowerment Program 2016 ("Program"); and

WHEREAS, the Grant will allow participants to receive saving incentives and coaching to improve
banking access, financial education, and financial habits; and
WHEREAS, the Grant further allows the City to develop and integrate into the Program a plan that
enhances financial education and access to banking, as well as participate in a learning community
organized under the Program by the CFE Fund; and
WHEREAS, the Program will leverage and take advantage of the City's existing financial literacy
and individualized financial coaching program currently offered by ACCESS Miami;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized {1} to accept the Grant, in a total amount not to exceed
$493,375.00, from the CFE Fund for the Program.
Section 3. The following new Special Revenue Fund is established, and resources are
appropriated as described below:

Section 4. The City Manager is further authorized {1} to execute a grant agreement, in
substantially the attached form, and any amendments, modifications and extensions thereto, in a form
acceptable to the City Attorney, in order to accept the Grant and implement the program.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
