Purpose of Item: An Ordinance amending Chapter 54 of the Code of the City of Miami, Florida, entitled "Streets and Sidewalks" by amending Section 54-190 entitled "Nonstandard Street Widths" to modify the zoned street right of way width of NE/NW 9 Street between NE 1 Avenue to NE 2 Avenue, North Miami Avenue to NW 1 Avenue (East) and NW 2 Avenue to Interstate 95. Direct r 12 n l�5 Chief City Manager �� l Page 1 of 2 Background Information: From NE 1 Avenue to NE 2 Avenue The segment of NE 9 Street between NE 1 Avenue and NE 2 Avenue has been approved for vacation and closure by the City Commission as part of the Miami Worldeenter District. It is appropriate to delete this segment of NE 9 Street from the list of nonstandard street widths. From North Miami Avenue to NW 1 Avenue (East) The segment of NW 9 Street between North Miami Avenue and NW 1 Avenue (east) was zoned 80 feet wide, however, was developed as a divided roadway 100 feet in width. The abutting property owners have dedicated the full 100 feet of width and it is now in order to re -zone the right of way width to 100 feet. From NW 2 Avenue to Interstate 95 In 1985, the City Commission adopted the Southeast Overtown/Park West Redevelopment Plan. That plan designated NE/NW 9 Street between Biscayne Boulevard and I-95 as a wide "mall". The NW 9 Street right of way between NW 2 Avenue and Interstate 95 was zoned 80 feet wide to accommodate future widening and development of the mall. Because dedication of the full right of way width had not occurred, the Community Redevelopment Agency reconstructed the segment between NW 2 Avenue and NW 3 Avenue with enhanced sidewalks and crosswalks and trees/tree grates within the original 50 foot wide right of way. Additionally, the "D.A. Dorsey House" located at 250 NW 9 Street and the "Ward Rooming House" located at 249-255 NW 9 Street, directly across the street, have been designated as Historic Sites by the City's Historical and Environmental Preservation Board. Both the "D.A. Dorsey House" and the "Ward Rooming House" sites extend up to the original 50 wide right of way line, thereby, precluding the widening of NW 9 Street to the full 80 foot width. Since NW 9 Street between NW 2 Avenue and NW 3 Avenue has been enhanced within the original 50 foot wide right of way and the "D.A.Dorsey House and "Ward Rooming House" preclude widening of NW 9 Street to the full 80 foot width, a reduction of the zoned width of NW 9 Street between NW 2 Avenue and Interstate 95 back to the original 50 foot width is warranted. The Public Works Department's review of this transportation corridor reveals that the current developed roadway adequately serves the vehicular transportation and pedestrian needs of the public, permits the continued protection of the historic sites and is compatible with new development in the area. The Departments of Police, Fire -Rescue and Solid Waste have been notified of the proposed modification of the zoned right of way width of this roadway. Page 2 of 2
