HomeMy WebLinkAboutR-16-0034Vop City of Miami Legislation < U R �O Resolution: R-16-0034 File Number: 15-01643 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 1/28/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE ACCEPTANCE OF UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD") ENTITLEMENT GRANT FUNDS, IN THE TOTAL PROJECTED AMOUNT OF $20,534,139.00, ALLOCATED IN THE FOLLOWING PROJECTED AMOUNTS TO THE FOLLOWING PROGRAMS: $4,768,648.00 TO THE COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") PROGRAM, $2,531,595.00 TO THE HOME INVESTMENT PARTNERSHIPS ("HOME") PROGRAM, $12,811,866.00 TO THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM, AND $422,030.00 TO THE EMERGENCY SOLUTIONS GRANT ("ESG") PROGRAM FOR PROGRAM YEAR 2016-2017; AUTHORIZING THE ADJUSTMENT OF ALLOCATIONS IN DIRECT PROPORTION TO THE ACTUAL ALLOCATION OF HUD ENTITLEMENT GRANT FUNDS FOR THE 2016-2017 PROGRAM YEAR; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF THE ACTUAL AMOUNTS OF GRANT FUNDS WHEN MADE AVAILABLE FOR SAID PURPOSE. WHEREAS, the United States Department of Housing and Urban Development ("HUD") provides the City of Miami ("City") entitlement grants annually under the following programs: the Community Development Block Grant ("CDBG") Program, the Home Investment Partnerships ("HOME") Program, the Housing Opportunities for Persons with AIDS ("HOPWA") Program, and the Emergency Solutions Grant ("ESG") Program; and WHEREAS, HUD has yet to release the final entitlement allocations for Program Year 2016, and as such, the amount to be received and the recommended amounts to be allocated are projections; and WHEREAS, the City Administration recommends accepting HUD Entitlement Grant Funds in the total projected amount of $20,534,139.00 for allocation in the projected amounts in program year 2016-2017 to the following programs: (1) $4,768,648.00 to the CDBG Program, (2) $2,531,595.00 to the HOME Program, (3) $12,811,866.00 to the HOPWA Program, and (4) $422,030.00 to the ESG Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The acceptance of HUD Entitlement Grant Funds in the total projected amount of $20,534,139.00 allocated in the following projected amounts to the following programs: $4,768,648.00 to the CDBG Program, $2,531,595.00 to the HOME Program, $12,811,866.00 to the City of Miand Page 1 of 2 File Id. 15-01643 (Version: 1) Printed On: 4/18/2018 File Number: 15-01643 Enactment Number: R-16-0034 HOPWA Program, and $422,030.00 to ESG Program for program year 2016-2017, is authorized. Section 3. The adjustment, by the City Administration, of allocations in direct proportion to the actual allocation of HUD Entitlement Grant Funds for program year 2016-2017, is authorized. Section 4. The City Manager is authorized to execute{1} all the necessary documents, in a form acceptable to the City Attorney, for the acceptance of the actual amounts of grant funds when made available. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
