A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FEDERAL
GOVERNMENT OF THE UNITED STATES OF AMERICA TO PROVIDE FINANCIAL
AID TO HELP LOCAL GOVERNMENTS AND ORGANIZATIONS MEET THE NEEDS
OF CUBAN MIGRANTS, CURRENTLY STRANDED IN CENTRAL AMERICA, AND
SEEKING TO ENTER THE UNITED STATES; DIRECTING THE CITY CLERK TO
TRANSMITA COPY OF THIS RESOLUTION TO THE ELECTED OFFICIALS
STATED HEREIN.
WHEREAS, the governments of the United States of America and Cuba announced plans to
normalize diplomatic relations on December 17, 2014; and
WHEREAS, federal law, under the Cuban Adjustment Act, facilitates admission of Cuban
immigrants and expedites residency applications for Cubans; and
WHEREAS, approximately 40,000 Cuban migrants entered the United States last year; and
WHEREAS, many Cuban immigrants attempt to enter the United States through Central America
and Mexico; and
WHEREAS, approximately 8,000 Cuban immigrants are currently in Costa Rica and another
1,000 Cuban immigrants are in Panama waiting to travel to the United States; and
WHEREAS, several Central American nations have agreed to allow Cuban immigrants to leave
Costa Rica by plane to EI Salvador where they will be able to continue their journey to the United
States through Guatemala and Mexico; and
WHEREAS, many Cuban immigrants will likely come to the City of Miami ("City"), where additional
resources will be required to meet their needs; and
WHEREAS, the City Commission urges the United States government to provide financial aid to
help it and other local governments and organizations meet the needs of the Cuban immigrants who
settle here;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission urges the federal government of the United States of America to
provide financial aid to help local governments and organizations meet the needs of Cuban migrants,
currently stranded in Central America, and seeking to enter the United States.

Section 3. The City Clerk is directed to transmit a copy of this resolution to President Barack
Obama and the members of the State of Florida Congressional Delegation.
Section 4. The Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1 }
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City.
