My name is Michelle Black, residing at Beacon Harbour, 1660 South Bayshore Court, Coconut Grove about 100 yards away from the proposed development. The Board of Directors of the Beacon Harbour Condominium Association has asked me to oppose the Grove Bay Application before you today. We have not been able to reach an agreement with the Developer and, as affected neighbors, cannot agree to the request to diminish waterfront setbacks. 1. Public Access: a). The BEACON HARBOUR CONDOMINIUM ASSOCIATION opposes the construction of another water access alleyway. b). The developer's APPLICATION IS INCORRECT in stating they will provide the "sole point of public access" to the waterfront within the Glencoe subdivision. This is not true. C). There is already public access to the bay between 1632 and 1638 South Bayshore Court, which is in a deplorable state, full of garbage and left over beer cans. We are against the developer building yet another even longer, narrow alleyway to the water that may end up in the same state as the existing one or lead to increased traffic and noise from visitors to our quiet residential neigborhood. The Special Appearance Application is based on the incorrect assumption by the Developer and the City that there is no public access to the waterway. 2. Staging: a). Beacon Harbor opposes the construction staging, delivery of building materials, and all other construction related access through Glencoe which will hugely impact the residents of the Glencoe subdivision. The nuisance, quality of life disruptions, the homeowner's diminished capability to sell/rent their units during the pendency of the Work, dust/debris, damages to paint on building fagades, to name a few. b). Construction access should be restricted to Halisee Street (also known as Mercy Road), which is a non residential street and backs up to the entire proposed development. C). The Glencoe neighborhood constituents do not accept staging and vehicular access through their residential neighborhood when a less obtrusive alternative exists. 3. We are not opposed to the construction of this project, but we are extremely opposed to the damaging impact it will have to our community for the next two years. 4. We urge the Commission to DEFER this item in order to continue working with the developers on our few issues so as to come to a mutually agreeable solution, or otherwise, to vote AGAINST it.
