Subject: Resolution for acceptance of the City Manager's Recommendation for Request for Proposals,
RFP No. 14-15-024, for lease of City -owned property located at 236 and 298 Southwest North River
Drive, Miami, Florida, 33130 (also known as North River Property
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s) accepting the City Manager's
recommendation approving the findings of the Selection Committee that Riverside Wharf, LLC
("Proposer"), is the top ranked proposer for the Request for Proposals No. 14-15-024 ("RFP"), for lease
of City of Miami owned waterfront property for restaurant uses located at 236 and 298 Southwest North
River Drive, Miami, Florida, 33130 ("Property"); authorizing and directing the City Manager to execute
a lease ("Lease"), in substantially the attached form, subject to the review and approval of the City
Attorney, for an initial term of thirty (30) years, with two ten (10) year renewal terms and payment of
the greater of a base rent of $195,500.00 ("Minimum Base Rent") or fifteen percent (15%) of the Gross'
Revenues as defined in the Lease; additionally, the Minimum Base Rent shall be adjusted on an annual
basis by the greater of CPI or three percent (3%) escalator, with terms and conditions more particularly
described in the Lease; further providing that the execution of the Lease does not confer any contractual
rights upon Proposer unless and until the electorate has cast a favorable vote approving the transaction
as required by City Charter section 29-B.

Subject: Resolution for acceptance of the City Manager's Recommendation for Request for Proposals,
RFP No. 14-15-024, for lease of City -owned property located at 236 and 298 Southwest North River
Drive, Miami, Florida, 33130 (also known as North River Property).
Background Information:
The City of Miami ("City") owns the property located at 236 and 298 Southwest North River Drive,
Miami, Florida, 33130 ("Property"). On June 15, 2015 the City issued Request for Proposals No. 14-
15-024 ("RFP"), to solicit an integrated package for planning, design, construction, leasing and
management services from the private sector to operate the Property. One (1) proposal was received
and deemed responsive in accordance with the RFP's terms and conditions.
Pursuant to the RFP, the City Manager appointed the Selection Committee ("Committee") consisting
of three (3) members comprised of two (2) professional City staff members and one (1) non -City
representative to evaluate proposals received in response to the RFP. The Committee met on November
30, 2015 to evaluate the criteria and the scoring values assigned and determine a rank order based on
the score achieved and render a written Memorandum for Recommendation for Final Selection to the
City Manager.
The City Manager approved the recommendation of the Committee and transmitted to the City
Commission his recommendation. The above actions and procedures have been performed in
accordance with applicable City Charter, Code, and RFP provisions.
