FOR THE RUNOFF ELECTION HELD ON
NOVEMBER 17, 2015

I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that all
necessary legal steps were taken in connection with the conduct of a City of Miami
Runoff Election held on November 17, 2015, including, though not limited to, the
following:
I. On Wednesday, November 11, 2015:
A. Commencing at approximately 10:00 a.m. the Miami -Dade County Supervisor
of Elections conducted a logic and accuracy test of the touch screen and
optical scan voting systems to be used for absentee and precinct ballots for the
candidates to be voted upon at the November 17, 2015 Runoff Election.
B. A member from the City of Miami's Canvassing Board compared the test
results with the predetermined totals for each candidate and pursuant to the
requirements established in Section 101.5612, Florida Statutes, observed the
performance and results of all required tests and verified the correctness of the
programs and equipment.
IL On Monday, November 16, 2015 through Tuesday, November 17, 2015:
A. On Monday, November 16, 2015, the Miami -Dade County Supervisor of
Elections conducted the pre -count logic and accuracy test of the optical scan
system used for absentee and provisional ballots. Additionally, the process of
opening absentee ballots and the duplication of ballots (as needed) began at
10:00 a.m. The task of opening absentee ballots was continued on an as
needed basis until Tuesday, November 17, 2015.
III. On Tuesday, November 17, 2015 through Friday, November 20,2015:
A. On Tuesday, November t7, 2015, at 3:30 p.m., the City of Miami's
Canvassing Board met to canvass presumed invalid absentee ballots. After the
completion of this task, the tabulation of election results was finalized and the
Miami -Dade County Supervisor of Elections presented me with the
UNOFFICIAL election results for the November 17, 2015 Runoff Election.
Per Section 101.048(1), Florida Statutes, persons casting provisional ballots

have the right to present written evidence supporting his or her eligibility to
vote to the Supervisor of Elections by no later than 5:00 p.m. on the second
day following the election. The deadline to provide said evidence was
Thursday, November 19, 2015. On Friday, November 20, 2015, provisional
ballots were canvassed by the City of Miami's Canvassing Board. After the
canvassing of provisional ballots was completed, I received the certified
OFFICIAL election results for the November 17, 2015 Runoff Election.
IV. I further certify that on Wednesday, November 11, 2015, two (2) sets of documents
containing all of the results of the Logic and Accuracy Tests validated that the
tabulating equipment was functioning correctly and that said documents were signed
off by the Miami -Dade County Supervisor of Elections and City Clerk. These
documents were then placed in a sealed canvass bag under seal number 0073910.
On Tuesday, November 17, 2015, the sealed canvass bag was opened and one (1) set
of documents was retained by the Supervisor of Elections and the other set retained
by the City Clerk.
V. I further certify and declare that the results of the nonpartisan City of Miami Runoff
Election held on November 17, 2015, are as follows:

VI. I further certify and declare that:
• for District 2 Commissioner', Ken Russell received more than 50 percent plus
one of all votes cast and is hereby declared to have been elected as Miami City
Commissioner for District 2;
VII. On Friday, November 20,2015:
A. At approximately 10:00 a.m. the Miami -Dade County Supervisor of
Elections conducted a post-election manual audit at the Elections
Department located at 2700 NW 87th Ave according to Florida Division
of Elections Rule 15-5.026. The audit entailed audit teams from the
Elections Department manually counting the ballots cast by absentee
voting and Election Day voting for a randomly selected precinct within a
randomly selected race. At the completion of the audit on Friday,
November 20, 2015, I received the voting system post-election audit
report.

1 Teresa Sarnoff withdrew from the Runoff Election on November 9, 2015. Pursuant to Florida Division of
Elections Reference Guide 007 "Notice of Candidate Withdrawal or Disqualification or Removal of Ballot
Issue", votes for Teresa Sarnoff are to be considered invalid. As a result, votes cast for Teresa Sarnoff were
placed in the "Under Votes" category of the unofficial and official election results.
