Subject: DREAM RFP No. 14-15-024 Proposal Rejection and RFP Reissuance
Purpose of Item:
This is a Resolution seeking City Commission acceptance of the City Manager's recommendation for
rejection of the single proposal received in response to the Department of Real Estate & Asset
Management's Request for Proposals (RFP) No. 14-15-024 for the development and lease of the
North Riverfront Property located at 236 and 298 S.W. North River Drive, Miami, Florida 33130 and
authorizing issuance of a new RFP, inclusive of City -owned submerged lands requirements pursuant
to Ordinance No. 13540, as amended, utilizing such advertisement mediums deemed necessary to
attract various competing offers and realize the most favorable return possible for the City.
Background Information:
On June 15, 2015, the Department of Real Estate & Asset Management issued an RFP for a total
solicitation period of ninety-one (91) days and closed said period on September 14, 2015 with receipt
of a single proposal submittal. Contemporaneous with the solicitation's closure, Ordinance No.
13540 was enacted providing the City methods to directly negotiate and enter leases or management
agreements for City -owned submerged lands with entities having a possessory or ownership interest
in the abutting riparian uplands and providing the City with methods and procedures for ensuring that
such leases or management agreements result in a fair market value return. The City had not
negotiated any amounts with the State for this RFP and could not ensure the fair market value
required per law. Pursuant to City Code Chapter 18, Article V, Section 18-177, the City Manager is
recommending rejection. of the proposal received and RFP reissuance, inclusive of the City -owned
submerged lands requirements pursuant to Ordinance No. 13540, as amended, utilizing such
advertisement mediums necessary to attract various competing offers and realize the most favorable
return possible for the City, with said reissued RFP available to the public for a minimum of ninety
(90) days.
