Pursuant to Section 7.1.3.4 of the above-cited Zoning Ordinance, the Planning and Zoning Department has made referrals to the following Departments and Boards. • Office of Zoning, Planning & Zoning Department • Little Haiti NET Office, Neighborhood Enhancement Team Their comments and recommendations have been duly considered in this final decision. This application has been reviewed pursuant to Section 7.1.2.4 (d) of the Zoning Ordinance; the following findings have been made: FINDINGS • This proposal is for a new Self Storage Facility comprised of 70,384 sq. ft., including 666 sq. ft. of retail space on the ground floor. • The applicant is proposing a total of nine (9) parking spaces (4 on site and 5 on street) where nine (9) parking spaces are required pursuant to Article 4 Table 4 of the Miami 21 Code. The five (5) on -street parking spaces are confirmed with Miami Parking Authority in a letter dated January 23, 2015 which is on file as part of the Warrant application. File No. 14-0059 Pursuant to Article 3, Section 3.12.1(f), the proposed self -storage facility incorporates the Little Haiti — French Creole Design and is comparable in scale and massing with those around and thus appropriate for its context. A Pre -Application conference was held on September 3, 2014 in which a set of comments were provided to the applicant and have been addressed prior to the Warrant application submittal. Pursuant to Sec. 7.1.2.4 (d) of the Miami 21 Code, the City of Miami Zoning Ordinance, the application has been reviewed and found sufficient except for the issues contained in the conditions. Based on the above findings and the considered advice of the officers and agencies consulted on this matter and pursuant to Section 7.1.1.2 of the Zoning Ordinance, the subject proposal is hereby approved with conditions subject to the plans submitted by the applicant and on file with the Planning and Zoning Department as well as the following limitations: CONDITIONS: 1. The applicant shall provide the Planning Department with a temporary construction parking plan, with an enforcement policy and a construction noise management plan with an enforcement policy. 2. Provide a Landscape plan in accordance with Article 9 of Miami 21 Code. 3 3. All proposed signage must be reviewed and approved by separate permit application. 4. The maximum size of any individual rental space shall be 400 sq. ft. 5. Controlled access and adequate security surveillance shall be provided throughout the facility. 6. Hours of operation shall be limited to 5:00am to 11:00pm. NOTICE The final decision of the Director may be appealed to the Planning, Zoning, and Appeals Board by any aggrieved party, within fifteen (15) calendar days of the posting of decision by the Planning Director on the City's website by filing a written appeal and appropriate fee with the Office of Hearing Boards, located at 444 SW 2nd Ave., 31 Floor, Miami, FL 33130. DESIGN REVIEW CRITERIA 1) BUILDING DISPOSITION: Applicability Compliance (1) Respond to the physical context taking into consideration natural features, existing urban form and Transect Zone intentions. (2) For Buildings on Corner Lots, design Fagades to acknowledge all Frontages. (3) For modifications of nonconforming Structures. See Article 7, Section 7.2 for specific regulations (4) Create transitions in Height and mass with Abutting properties and Transect Zones. II) BUILDING CONFIGURATION: (1) Articulate the Building Facade vertically and horizontally in intervals appropriate to the existing Neighborhood and Transect Zone. (2) Articulate the Building Fagade at street level to recognize pedestrian continuity and interest, and at upper levels to recognize long views of Buildings (3) Use architectural styles and details (such as roof lines and fenestration), colors and materials derivative from surrounding area. (4) Design Facades that respond primarily to human scale. (5) Promote pedestrian interaction. (6) Design all walls as active Fagades, with doors and windows; when not possible, embellish walls with architectural design treatment. (7) Provide usable open Space that allows for visible and convenient pedestrian access from the public sidewalk. (8) Building sites should locate service elements, such as trash dumpsters, utility meters, loading docks, backflow preventers, siamese connections and electrical, plumbing, mechanical and communications equipment away from a street front. IV) PARKING STANDARDS: (1) Minimize the impact of automobile parking and driveways on the pedestrian environment and adjacent properties, especially T3 areas. (2) For pedestrian and vehicular safety minimize conflict points such as the number and width of driveways and curb cuts. (3) Minimize off-street parking adjacent to a thoroughfare front and where possible locate parking behind the Building. (4) Design landscaping or surface parking areas as buffers between dissimilar Uses. (5) Screen parking garage structures with Habitable Space. Where Habitable Space is not provided, architectural treatments and landscaping shall screen the garage structure. V) LANDSCAPE STANDARDS: (1) Preserve existing vegetation and/or geological features whenever possible. (2) Reinforce Transect Zone intention by integrating landscape and hardscape elements. (3) Use landscaping to enhance Building design and continuity of Streetscape. (4) Use landscape material, such as plantings, trellises, pavers, screen walls, planters and similar features, to enhance building design and continuity of streetscape. (5) Provide landscaping that screens undesirable elements, such as surface parking lots, and that enhances open space and architecture. WHEREAS, the Board had considered a motion to deny the appeal, and thereby grant the warrant with conditions, made by Ms. Maria Lievano-Cruz and seconded by Mr. Manuel J.
