A RESOLUTION OF THE MIAMI CITY COMMISSION, BY FOUR-FIFTHS (4/5THS)
AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING,
APPROVING AND CONFIRMING THE CITY MANAGER'S RECOMMENDATIONS
AND FINDINGS, PURSUANT TO SECTIONS 18-85 AND 18-86 OF THE CODE OF
THE CITY OF MIAMI, FLORIDA, AS AMENDED, AUTHORIZING THE
RETROACTIVE PAYMENT OF AN AMOUNT NOT GREATER THAN $13,582.00 TO
MICROCEPTION, INC., A SOLE SOURCE PROVIDER, FOR THE PURCHASE AND
INSTALLATION OF A SEPARATE, STAND-ALONE VIDEOVERSIGHT INTERVIEW
ROOM RECORDING AND CASE MANAGEMENT SYSTEM FOR THE CITY OF
MIAMI POLICE DEPARTMENT; ALLOCATING FUNDS FROM THE LAW
ENFORCEMENT TRUST FUND, AWARD NUMBER 1019, PROJECT NUMBER
19-690002, ACCOUNT CODE NUMBER 12500.191602.664000.0000, WITH SUCH
EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS
COMPLYING WITH THE UNITED STATES DEPARTMENT OF JUSTICE'S "GUIDE
TO EQUITABLE SHARING FOR STATE AND LOCAL LAW ENFORCEMENT
AGENCIES."
WHEREAS, pursuant to Resolution Number 14-0009, adopted on January 9, 2014, the City
Commission authorized the procurement of the VideOversight Interview Room Recording and Case
Management System ("VideOversight System"), an interview room recording and case management
system which combines both advanced digital video technology with comprehensive web -based case
management software to provide video monitoring, recording, retrieval, and archiving appliances, for
the Criminal Investigation Division, the Homicide Unit, and the Internal Affairs Division of the City of
Miami Police Department; and
WHEREAS, funds for the purchase and installation of the VideOversight System were allocated
from the following: $86,650.00 from the Justice Assistance Grant Program Year 2011, Project Number
19-0005, Award 1813, Account Code Number 12000.191602.664000; and $3,188.00 from the City of
Miami Police Department's General Fund, Account Code Number 00001.191501.664000, for a total
amount of $89,838.00; and
WHEREAS, during the installation, it was discovered that the Special Investigations Section
needed to have a stand-alone system due to the covert nature of its work and the need to have its
network system segregated form the VideOversight System server installed for the Criminal
Investigations Division, the Homicide Unit, and the Internal Affairs Division, resulting in an additional
expenditure of an amount not to exceed $13,582.00; and
WHEREAS, the VideOversight video recording appliances are the only appliances with which the
VideOversight System is operational; and
WHEREAS, Microception, Inc. is the sole provider of the VideOversight appliances and software
in the United States, therefore no other vendor in the Miami -Dade area is authorized to implement the

fully integrated VideOversight solution inclusive of the aforementioned required March Networks video
recording appliances;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5ths) affirmative vote, after an advertised public hearing, ratifying,
approving and confirming the City Manager's recommendations and findings authorizing the
retroactive payment of an amount not greater than $13,582.00 to Microception, Inc., a sole source
provider, for the purchase and installation of a separate, stand-alone VideOversight Interview Room
Recording and Case Management System for the Special Investigations Section of the City of Miami
Police Department, allocating funds from the Law Enforcement Trust Fund, Award No. 1019, Project
Number 19-690002, Account Code Number 12500.191602.664000.0000, with such expenditures
having been approved by the Chief of Police as complying with the U.S. Department of Justice's
"Guide to Equitable Sharing for State and Local Law Enforcement Agencies", is authorized.{1}
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
