The annual fee for the OpenGov web -based software platform is $22,000.00. Funds allocated from the Office of Management and Budget Account Code No. 00001.231000.534000.0000.00000. Director Chief ~' / City Manage Page 1 of 2 Background Information: The City of Miami is committed to offering its citizens full and open transparency as it relates to the City's financial information. OpenGov, Inc. offers proprietary financial transparency web -based services through a website which the firm both hosts and maintains. Market Research conducted, resulted in the determination that OpenGov is a sole source as it is a proprietary web application that has the unique functionalities that meets the City's needs, this includes displaying the City's revenues and expenditures using numerous charts and graphs, in essence making the City's budgeting data readily available to audiences without requiring a deep understanding of civic budgeting practices. In addition to improving transparency, the OpenGov platform will improve administrative efficiency by reducing the amount of time that City employees need to spend researching and compiling requested financial information. OpenGov will allow City departments, outside agencies, elected officials, and the public to easily access updated information, at any time, without needing to make an information request. Pursuant to section 18-92 of the Procurement Code, the first year of the OpenGov agreement was approved under the authority of the Chief Procurement Officer, as it was less than $25,000. This first year allowed the City sufficient time to determine whether or not the web -based financial transparency platform met the City's needs. If the City was pleased with the results of the OpenGov Sole Source procurement, an item would be brought to the City Commission for approval of the remaining years. The Office of Management and Budget is pleased with OpenGov and is presenting this item for approval by the City Commission. The agreement has four (4) additional one-year options to renew (OTR). The aggregate amount for the one (1) year term and the four (4), one-year DTRs is $110,000.00. Page 2 of 2
