A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE CITY OF MIAMI'S ("CITY'S") FISCAL YEAR 2015-16 MULTI-YEAR
CAPITAL PLAN ("PLAN"), AS REQUIRED PURSUANT TO THE LOCAL
GOVERNMENT COMPREHENSIVE PLANNING AND LAND DEVELOPMENT
REGULATION ACT, SECTION 163.3177, FLORIDA STATUTES (2015), AND
PURSUANT TO CHAPTER 18/ ARTICLE IX/DIVISIONS 1 AND 2 OF THE CODE OF
THE CITY OF MIAMI, FLORIDA, AS AMENDED, ENTITLED "FINANCE/FINANCIAL
POLICIES/ANTI-DEFICIENCYACT/FINANCIAL INTEGRITY PRINCIPLES," TO SET
FORTH THE CITY'S FISCAL NEEDS FOR CAPITAL IMPROVEMENTS, SUBJECT
TO AN ANNUAL PLAN REVIEW, TO DETERMINE PROJECT PRIORITIES, TO ADD
NEW CAPITAL PROJECTS, AND TO MODIFY FUNDING ALLOCATIONS AS
NECESSARY.
WHEREAS, a capital improvement programming process to support the City of Miami ("City")
Comprehensive Plan is required by the Local Government Comprehensive Planning and Land
Development Regulation Act, more particularly, Section 163.3177, Florida Statutes (2015), and
pursuant to Chapter 18/Article IX/Divisions 1 and 2 of the Code of the City of Miami, Florida, as
amended ("City Code"), entitled "Finance/Financial Policies/Anti-Deficiency Act/Financial Integrity
Principles;" and
WHEREAS, a capital improvements plan also is a policy and management tool to plan municipal
borrowing and indebtedness over a period of time, to establish annual expenditures within a
framework of long-range fiscal requirements, and to serve as an official statement of the City's
development plans; and
WHEREAS, the FY 2015-16 Proposed Multi -Year Capital Plan incorporates the previous year's
Capital Plan pursuant to Resolution No. 14-0322 adopted September 9, 2015, as subsequently
amended by Resolution No. 14-0383, adopted September 29, 2014, Resolution No. 14-0445,
adopted November 20, 2014, Resolution No. 15-0012, adopted January 8, 2015, Resolution No.
15-0048, adopted February 12, 2015, Resolution No. 15-0169, adopted April 9, 2015, Resolution No.
15-0213, adopted May 14, 2015, Resolution No. 15-0278, adopted June 25, 2015, and Resolution
No. 15-0327, and Resolution No. 15-0337, adopted July 23, 2015; and
WHEREAS, the City's FY 2015-16 Proposed Multi -Year Capital Plan has been posted on the
City's website and furnished to the City Clerk; and
WHEREAS, the City Commission has taken action on July 23, 2015 since publication of the City's
FY 2015-16 Proposed Multi -Year Capital Plan and said changes will be incorporated and adopted,
along with any changes referenced in Section 3 below, to become collectively the "Adopted Capital
Plan";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,

FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City's FY 2015-16 Multi -Year Capital Plan ("Plan") is approved, as required
pursuant to the Local Government Comprehensive Planning and Land Development Regulation Act,
Section 163.3177, Florida Statutes (2015) and pursuant to Chapter 18/Article IX/ Division 1 and 2 of
the City Code, entitled "Finance/Financial Policies/Anti-Deficiency Act/Financial Integrity Principles,"
and to set forth the City's fiscal needs for capital improvements, subject to an annual Plan review, to
determine project priorities, to add new capital projects, and to modify funding allocations as
necessary.
Section 3. The Plan as posted on the City's website on July 7, 2015, is incorporated herein by
reference and is amended to include all of the applicable changes contained in the memorandum
entitled "First Budget Hearing Changes Memo - FY 2015-16 Proposed Budget" - regarding the City's
Operating and Capital Budgets along with any other subsequent changes, to become collectively the
"Adopted Capital Plan".
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {1 }
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
