A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT GRANT FUNDS FROM THE
SOUTH FLORIDA WORKFORCE INVESTMENT BOARD D/B/A CAREER SOURCE
SOUTH FLORIDA ("SFWIB") IN A TOTAL AMOUNT NOT TO EXCEED
$2,090,584.00 ("GRANT"), FOR THE OPERATION OF THE MIAMI CAREER
CENTER ("CENTER") LOCATED AT THE LINDSEY HOPKINS EDUCATIONAL
CENTER LOCATED AT 750 NORTHWEST 20 STREET, MIAMI, FLORIDA;
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "SOUTH
FLORIDA WORKFORCE INVESTMENT BOARD GRANT FOR WORKFORCE
INITIATIVES 2015-2016" TO ACCEPT THE GRANT AND APPROPRIATE THE
GRANT IN AN AMOUNT NOT TO EXCEED $2,090,584.00; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A FIXED
RATE CONTRACT WITH COST REIMBURSEMENT GRANT' COMPONENTS WITH
THE SFWIB AND TO NEGOTIATE AND EXECUTE ALL OTHER NECESSARY
AMENDMENTS, EXTENSIONS, RENEWALS, AND MODIFICATIONS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF
AND COMPLIANCE WITH THE GRANTAWARD FOR SAID PURPOSES, FOR THE
PERIOD COMMENCING JULY 1, 2015 THROUGH JUNE 30, 2016, WITH THE
OPTION TO RENEW FOR TWO (2) ADDITIONAL LIKE PERIODS AT THE SAME
NOT -TO -EXCEED AMOUNTS UNDER THE SAME TERMS AND CONDITIONS FOR
THE CENTER, SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED.
WHEREAS, the South Florida Workforce Investment Board d/b/a Career Source South Florida, a
governmental agency and instrumentality of Miami -Dade and Monroe Counties ("SFWIB"), has
previously provided funding to the City of Miami's ("City's") Career Center ("Center"), which provides
an integrated menu of workforce and training services to job seekers including core/staff assisted
services, intensive services to unemployed workers, and training services to eligible individuals with
the goal of job placement; and
WHEREAS, the Center also provides services to business clients and local companies, such as
conducting specialized recruitment events, listing job openings in the State's system, providing
information on on-the-job and paid -work experience programs, assisting in downsizing situations, and
matching job seekers to employers' needs; and
WHEREAS, the Center must also provide support services such as transportation vouchers,
clothing, credential validation, and work permits to eligible participants to eliminate barriers to
employment and self-sufficiency; and
WHEREAS, the Center met sixty-seven percent (67%) of the required performance measures
which exceeds the SFWIB requirements of meeting at least sixty-five percent (65%) of the program
year 2014-2015 Balance Scorecard SFWIB mandated measure; and

WHEREAS, on June 30, 2015 and July 1, 2015, the SFWIB notified the City that it had increased
the previous year's level of funding and approved an allocation in an amount not to exceed
$1,377,320.00 for the Center's operational and administrative expenditures and an amount not to
exceed $713,264.00 for training and services for job seekers, for a total amount not to exceed
$2,090,584.00 ("Grant"); and
WHEREAS, the City Manager is requesting authorization to accept and appropriate the Grant, to
negotiate and execute a fixed rate contract with cost reimbursement grant components with the
SFWIB, and to negotiate and execute all other necessary amendments, extensions, renewals, and
modifications, in a form acceptable to the City Attorney, to implement the acceptance of, and
compliance with, the Grant award for said purposes, for the period commencing July 1, 2015 through
June 30, 2016, with the option to renew for two (2) additional like periods at the same not -to -exceed
amounts under the same terms and conditions for the Center, subject to budgetary approval at time of
need.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to accept the Grant in the total amount not to exceed
$2,090,584.00 from the SFWIB for the operation of the Center.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 4. The City Manager is further authorized {1} to negotiate and execute a fixed rate contract
with cost reimbursement grant components with the SFWIB and to negotiate and execute all other
necessary amendments, extensions, renewals, and modifications, in a form acceptable to the City
Attorney, to implement the acceptance of, and compliance with, the Grant award for said purposes,
for the period commencing July 1, 2015.through June 30, 2016, with the option to renew for two (2)
additional like periods at the same not -to -exceed amounts under the same terms and conditions for
the Center, subject to budgetary approval at time of need.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

Footnotes:
{1) The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
