Final Action Date:
A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FLORIDA FISH
AND WILDLIFE COMMISSION ("FWC") TO PLACE ADDITIONAL SIGNAGE ON
THE MIAMI RIVER AND IN THE BILL SADOWSKI CRITICAL WILDLIFE AREA
("CWA") INFORMING BOATERS OF THE IDLE -SPEED ZONE AND NO ENTRY
ZONE, RESPECTIVELY; AND FURTHER URGING THE FWC AND THE CITY OF
MIAMI POLICE DEPARTMENT ("MPD") TO BETTER ENFORCE SAID RESPECTIVE
RESTRICTIONS; DIRECTING THE CITY CLERK TO TRANSMITA COPY OF THIS
RESOLUTION TO THE OFFICIALS STATED HEREIN.
WHEREAS, pursuant to Florida Statutes and Florida Administrative Code rules, the Florida
Fish and Wildlife Commission ("FWC') has designated the Miami River as an "idle -speed" zone, and
the Bill Sadowski Critical Wildlife Area ("CWA") as a "no entry" zone; and
WHEREAS, despite said restrictions, boaters operate their vessels in contravention of these
rules by speeding on the Miami River and entering the CWA; and
WHEREAS, such actions damage abutting property, present a navigation hazard on the Miami
River, and hurt environmentally sensitive lands in the CWA; and
WHEREAS, additional signage informing boaters of said restrictions may lessen the amount of
infractions that occur in these areas; and
WHEREAS, the Miami Police Department ("MPD") and FWC both have concurrent jurisdiction
to enforce these rules on these waters; and
WHEREAS, additional enforcement, along with the abovementioned signage, would deter
additional infractions;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. The City urges the FWC to place additional signage in the Miami River and the CWA
informing boaters of the abovementioned restrictions and urges the FWC and MPD to better enforce
said restrictions.
Section 3, The City Commission further directs the City Clerk to transmit a copy of this

Resolution to Executive Director of the FWC.
Section 4. This Resolution shall become effective upon its adoption and signature of the Mayor.

Footnotes:
{1} This Resolution shall become effective as specified herein unless vetoed by the Mayor within ten
(10) days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission or upon the effective
date stated herein, whichever is later.
