Authorizing the City Manager or designee to disburse the scholarships, upon discretion, with the presentation of satisfactory documentation from the educational institutions or vocational programs; further authorizing the execution of all documents necessary for said purpose, in a form acceptable to the City Manager or designee and the City Attorney; allocating funds from the special revenue fund entitled, "Solid Waste Recycling Educational Trust Fund". Pursuant to Section 22-15, the Solid Waste Recycling Educational Trust Fund was established from certain monies received by the City of Miami ("City") from the recycling program upon the accumulation of interest from the recycling program funds. A scholarship award may be made for an amount that does not exceed $3,000 annually, to eligible, qualified employees of the Department of Solid Waste, or the children or legal dependents of these employees, based upon a recommendation from the Director of Solid Waste, which is based on the applicable criteria in the ordinance or documents promulgated under it.
