WYNWOOD BUSINESS DISTRICT BUSINESS PLAN
ASSESSMENT METHODOLOGY
The assessment methodology will include three (3) categories of assessment: (1) the
adjusted square footage a building will be assessed at twenty-three cents (230) per
square foot; (2) the square footage of all land outside the footprint of a building will be
assessed at eleven and one-half cents (11.50) per square foot; and (3) the square
footage of any vacant or unimproved property or vacant or unimproved property used
for parking will be assessed at eleven and one-half cents (11.50) per square foot.
The Board of Directors of the Wynwood BID (the "Board") will have the authority in any
given year to increase the special assessment over the previous year's rate by (1) one
cent (1C) for a building and (2) by one-half cent (,50) for all land outside the footprint of
the building and vacant or unimproved land. Alternatively, the Board may choose not to
increase or reduce the special assessment in subsequent years.
Special assessments shall only be levied and collected against property within the
boundaries of the Wynwood BID that derive a special benefit from the stabilizing and
improving of such district through promotion, management, marketing, and other
similar services; examples of which include, but are not limited to commercial property,
work -live property where 50% or more of the floor space is dedicated to work space,
and property owned or occupied by a religious institution or not-for-profit used for
commercial purposes.
Special assessment shall not be levied and collected against property within the
boundaries of the Wynwood BID that do not derive a special benefit from the stabilizing
and improving of such district through promotion, management, marketing, and other
similar services; examples of which include, but are not limited to, residential property,
live -work property where 50% or more of the floor space is dedicated to living space,
property owned or occupied by a religious institution or not-for-profit used for non-
commercial purposes, property owned or occupied by a public or private elementary,
middle or high school or property owned or occupied by a unit of government.
Those properties included within boundaries of the Wynwood BID that are subsequently
derive a special benefit from the stabilizing and improving of the district through
promotion, management, marketing, and other similar service shall be added to the
assessment roll and assessed at the originally approved rates, with the addition of any
approved incremental increases, beginning in the following fiscal year.
The Wynwood BID will issue statements to property owners of benefited properties and
track all payments received therefrom. Special assessments on condominium property
must, by statute, be levied on each condominium parcel as a single parcel and not upon
the condominium property as a whole. The Board, at their discretion and upon
compliance with relevant statutory prerequisites, may elect to levy and collect the
special assessment using the Miami -Dade County Truth in Millage Notice, commonly
referred to as TRIM. Should the Board elect to levy and collect the special assessment
using TRIM, any decision to increase the special assessment over the previous year's
rate must be made in a time sensitive manner in order to comply with all applicable
timelines. In the event of unpaid assessments, the Wynwood BID will cooperate with
the City of Miami City Manager to establish liens on all delinquent properties.
PETITION AND AFFIDAVIT
Expansion of the Wynwood BID boundaries is subject to the approval by a majority (50%
+ 1) of the affected property owners through petition and affidavit in support
("Petition"). The process for submitting a Petition shall begin July 24, 2015. A Petition
must either be hand delivered or mailed to the Office of the City Clerk at the address
listed below and be received by the Office of the City Clerk no later than 5:OOPM on
Thursday, August 13, 2015:

Affected property owners are entitled to file one (1) Petition per individual folio owned.
"Owner" shall mean a person who appears on legal title to real property by deed duly
recorded in the Miami -Dade County records or a person in possession of real property
under claim of ownership for himself or as the personal representative, agent or
guardian of the owner. In Florida, a non -vote is considered by statute to be a "no" vote.
A full list of those properties subject to the special assessment and eligible to file a
Petition will be on file at the City of Miami, City Clerk's Office. Those properties that do
not derive a special benefit from the stabilizing and improving of such district through
promotion, management, marketing, and other similar services will not be assessed and
therefore are not eligible to file a Petition.
WYNWOOD BID EXPANSION CALENDAR
July 23, 2015: City of Miami Commission Meeting:
1. Resolution to expand the geographic boundaries of the Wynwood BID, subject to
approval of affected property owners.
July 24, 2015: Begin petition and affidavit collection.
August 13, 2015: Deadline to file petitions and affidavits (21 day process).
August 14, 2015: Certification by City of Miami Clerk of petition and affidavit process.
September 24, 2015: City of Miami Commission Meeting:
1. Resolution to (1) accept the petition and affidavit results and (2) fix a time and
place at which the owners of property to be assessed or any other persons
interested therein may appear before the City Commission to be heard on the
matter (30 Day notice must be provided to owners of property to be assessed).
ovember 19, 2015: City of Miami Commission Meeting:
1. City Commission to (1) meet and hear testimony from affected property owners
regarding the advisability of the special assessment and (2) make a decision on
whether to levy the special assessment;
2. City Commission shall thereafter meet as an equalizing board; and
3. Resolution to approve special assessment.
November 20, 2015: Wynwood BID begins to operate with expanded geographic
boundaries.

Dear Mr. Alfonso,
It's with great pleasure that we write to you on behalf of the Wynwood Business Improvement District ("BID")
Board of Directors ("Board") as we complete our first year in operation. As you know, Wynwood BID is a coalition
of approximately 400 property owners united in their commitment to enhance the quality of life in Wynwood. Our
organization helps this 50 -block neighborhood achieve its full potential as a vibrant, smart and exciting community
for all.
The BID had a robust year of accomplishments and continues to lead Wynwood's renaissance by providing
crucial services Including security; sanitation, master planning, marketing, and community development at levels far
beyond those provided by local government. Significant achievements from the Wynwood BID's first year Include:
Effective voice of the neighborhood: Forged new, positive and productive relationships with City of
Miami and Miami -Dade County government officials and administrators.
Strong fiscal performance: Operated within set budget and successfully collected over 96% of its
assessments. The Board elected not to raise assessments as our fiscal year ended with a surplus that
rolled over to the 2014-15 operating budget.
Improved safety and security services: New partnership with City of Miami Police Department resulted in
additional patrols, faster response times, and most importantly, decrease In reported crimes. Off-duty
Miami PD officers and private security guards are routinely hired by the BID to provide additional coverage
for non -emergencies and quality of life Issues. This resulted in close to 10,000 hours of additional security
coverage in Wynwood.
• Brighter streets: Public street lamps that are not working are now reported on a routine basis to the
appropriate government agencies and FP&L to expedite their repair and keep our streets lit.
• Cleaner sidewalks and streets: The BID sanitation team now works on a daily basis—sweeping and
removing trash from sidewalks and public areas. New waste receptacles have been Installed along North
Miami Avenue and NW 2nd Avenue. In the past six months alone, these efforts have yielded nearly 3,000
hours of additional sanitation services, the removal of 2,909 stickers, 479 instances of graffiti and removal
of 3,000 bags of garbage. Our sanitation team members are also trained to provide information and maps
to the thousands who visitor Wynwood every month.
• Sensible master planning: Renowned urban planning firm PlusUrbia was enlisted to address oversights
in Mlami 21 zoning code stunting residential and mixed-use development in Wynwood. Recommendations
have been submitted to City of Miami for consideration and approval. Internationally acclaimed urban
design firm Gehl Architects is examining opportunities to develop public spaces and street design concepts
for Wynwood in partnership with the Knight Foundation.
• Easing traffic on our streets: Secured City and County approval for converting NW 23`d, 24t§ and 25th
Streets Into single lane, one-way streets to re-route traffic in alternating directions. This has resulted in a
dramatic reduction of congestion, increased traffic flow and created additional parking zones.
