Purpose of Item:
It is respectfully recommended that the Miami City Commission adopt the attached
resolution, by a four-fifths (4/5ths) affirmative vote, ratifying, confirming and approving
the City Manager's written finding of an emergency, waiving competitive sealed bidding
procedures and retroactively approving the selection of Earth Advisors, Inc., to provide
a landscape management assessment for the Planning Department.
Background of Item:
The City Manager approved this emergency, for Earth Advisors, Inc. to provide a
landscape management assessment post Hurricane Irma. Services included, but were
not limited to site inspections of tree and landscape damage and verification for land
improvements (i.e., irrigation systems, sidewalks, fences, storm water systems, etc.).
Additional resources were needed to assist in the assessment of damage and
restoration efforts of the tree canopy in Parks and along the right-of-ways impacted by
Hurricane Irma. This work provided relief to the Environmental Resources staff
performing field activities that are currently hindering the permit plans review and
creating an additional backlog. Funding is provided by the Tree Trust Fund, Special
Revenue Account # 10410.356000.351000.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A
FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, RATIFYING, CONFIRMING AND
APPROVING THE CITY MANAGER'S WRITTEN FINDING OF AN EMERGENCY,
ATTACHED AND INCORPORATED AS ATTACHMENT "A," WAIVING COMPETITIVE
SEALED BIDDING PROCEDURES, AND RETROACTIVELY APPROVING THE
SELECTION OF EARTH ADVISORS, INC., TO PROVIDE A LANDSCAPE
MANAGEMENT ASSESSMENT FOR THE PLANNING DEPARTMENT; ALLOCATING
FUNDS IN AN AMOUNT NOT TO EXCEED $150,000.00 FROM ACCOUNT NO.
10410.356000.351000.
WHEREAS, the City of Miami's ("City") Planning Department required the services of
Earth Advisors, Inc. ("Earth Advisors") to provide a post Hurricane Irma landscape management
assessment post, with services including, but not limited to, site inspections of tree and
landscape damage, verification for land improvements (i.e., irrigation systems, sidewalks,
fences, storm water systems, etc.), and assessment of damage and restoration efforts of the
tree canopy in City Parks and along the Right -of -Ways impacted by Hurricane Irma; and
WHEREAS, the intent of the services was to prevent the loss and restore tree canopy
cover in the City after Hurricane Irma as well as ongoing assessment and maintenance of the
restored canopy; and
WHEREAS, the work provided relief to the Environmental Resources staff performing
field activities which hindered the permit plans review and was intended to avoid the creation of
additional backlog; and
WHEREAS, funds, in an amount not to exceed $150,000.00, will be allocated from
Account No. 10410.356000.351000; and
WHEREAS, the City Manager, pursuant to Section 18-90 of the Code of the City of
Miami, Florida, as amended ("City Code"), approved an emergency bid waiver for landscape
management assessment;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5ths), affirmative vote, pursuant to Section 18-90 of the City
Code, the City Manager's emergency finding, attached and incorporated as Attachment "A," is
ratified, retroactively approved, and confirmed, the requirements for competitive sealed bidding
procedures are waived and the emergency procurement for landscape management
assessment from Earth Advisors for the Planning Department, is approved.
Section 3. Funds in an amount not to exceed $150,000.00 from Account No.
10410.356000.351000, are allocated.

Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

' This resolution shall become effective as specified herein unless vetoed by the Mayor within ten (10)
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
