INTER -OFFICE MEMORANDUM
TO: Daniel J. Alfonso, City Manager
FROM: Milton Vickers, Senior Advisor
to the City Manager on behalf
of Mayor Suarez
BACKGROUND
DATE: December 5, 2017
SUBJECT: $25,000.00 from Mayor Suarez for
Collaborative Development Corporation, KROMA
Arts Incubator
The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing
support to its residents.
Collaborative Development Corporation's (the organization) KROMA Arts Incubator helps the residents of
the community realize their vision of establishing their community as a place where people can come
together to live, work, and do business. The organization's initiative leverages the existing neighborhood
cultural programs into strategies that engage arts and culture in a broader community and economic
development process. This includes: (1) Heritage Tourism program: CDC has partnered with the greater
Miami Convention & Visitors Bureau to conduct heritage themed tours in the historic Bahamian/African-
American enclave; (2) leading efforts for historic preservation initiatives and has successfully advocating
for the designation of the area's Charles Avenue to become a historic thoroughfare; and, (3) successfully
launching the development of a 56 unit mixed-use residential and commercial development featuring Miami
Dade College across the street from KROMA art space.
As they are familiar with the needs of the community and requirements imposed by the City, it would be
advantageous to the City to expedite the allocation and waive procurement requirements at this time.
Providing these funds to the organization will allow more youth to obtain these services immediately, with
no added time for the procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding
methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as
amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of
the same to the City Commission for ratification by a four-fifths vote is respectfully requested.
