The Miami City Commission will hold a Public Hearing on Thursday November 16, 2017 at 9:00
AM, to consider the award of a contract to the non-profit organizations listed below through the
Social Services Gap Program Fund, Account No. 00001.910101.882000, and to consider the City
Manager's recommendations and finding that competitive negotiation methods are not practicable
or advantageous regarding these issues:

This action is being considered pursuant to Section 18-85 (A) of the Code of the City of Miami,
Florida as amended ("City Code"). The recommendations and finding to be considered in this
matter are set forth in the proposed resolution and in City Code Section 18-85 (A), which are
deemed to be incorporated by reference herein and are available as with the regularly scheduled
City Commission meeting of Thursday, November 16, 2017 at Miami City Hall, 3500 Pan
American Drive, Miami, Florida 33133.
The Miami City Commission requests all interested parties be present or represented at the
meeting and may be heard with respect to any proposition before the City Commission in which
the City Commission may take action. Should any person desire to appeal any decision of the
City Commission with respect to any matter to be considered at this meeting, that person shall
ensure that a verbatim record of the proceedings is made including all testimony and evidence
upon which any appeal may be based (F.S. 286.0105).
In accordance with the Americans with Disabilities Act of 1990, persons needing special

The City of Miami Community & Economic Development Department will hold a public hearing on Thursday, November 16, 2017 at
9:00 a.m. at City Commission Chambers, 3500 Pan American Drive, Miami, FL 33133, to provide the public an opportunity to
comment on funding amendments affecting the City's annual Action Plan for US Department of Housing & Urban Development
(HUD) programs. The proposed amendment(s) and respective description(s) can be found at:
www.miamigov.com/communitvdevelopment.
The adoption of an Ordinance or Resolution, by the City Commission, related to the proposed amendment(s), authorizes the City
Manager to draftlamend the appropriate City of Miami Annual Action Plan. Certain items) may be available for public comment and
review for a period of no less than 30 days. The review and comment period begins on Tuesday, October 17, 2017 and ends on
Wednesday, November 15, 2017, The proposed amendment(s) will be presented to the City Commission for approval on
Thursday, November 16, 2017. Draft copies of the agenda items will be available at the City of Miami Community & Economic
Development Department office located at 444 SW 2"d AVE, 2 Floor, Miami, FL 33430 (CED Address). Comments to

Federal regulations governing CDBG and other HUD programs require that a participating jurisdiction provide citizens with reasonable notice of
and an opportunity to comment on any new allocation and/ or amendment of HUD programs. In addition, the public is advised of the proposed

1. Discuss and propose resolution approving the allocation for FY:2017-18 and 2018-19 of Housing Opportunities for Persons with Aids
("HOPWA') program Short Term Rental, Utility and Mortgage Assistance funds in the amount of $800,000 to provide short term rental,
mortgage and utility assistance to low income individuals living with HIVIAIDS.
2. Discuss and propose resolution approving the Small Multifamily Emergency Rehabilitation Loan Program for disaster relief activities
