Alfonso, City Manager DATE: October 27, 2017 FROM: Milton Vickers, Senior Advisor SUBJECT: $5,000 from District 2 Anti -Poverty to the City Manager on behalf fund to The Miami Foundation on of Commissioner Russell behalf of Office of New Americans of Miami -Dade, Inc. BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. For this allocation, the Miami Foundation will serve as the fiscal agent for and on behalf of the Office of New Americans of Miami -Dade, Inc. (the organization). The organization assists existing lawful permanent residents in the process of obtaining United States citizenship. It is a volunteer -driven organization that directs its efforts and resources to increase the number of legal permanent residents in Miami -Dade who apply for citizenship while providing access to financial inclusion, English and Civics instruction. The organization will launch a series of Citizenship Workshops this fall and into 2018 in different City parks and community centers. The organization will additionally work with the hispanic Unity of Florida to launching 8 -week Citizenship and Financial Inclusion Classes at select Miami -Dade Public Libraries where eligible City of Miami residents can attend to prepare for naturalization. As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow more citizens to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four-fifths vote is respectfully requested. �c R-OV)~;I�7DISAPPROVAL: Daniel J.
