Re: Tank Closure Assessment Report (TCAR) dated June 9, 2008 prepared by Bureau Veritas North
America, Inc. for the City of Miami Police Headquarters (UT-1646/File-8012/FDEP-138622122) located
at, near, or In the vicinity of 400 NW 2 Avenue, Miami, Miami -Dade County, Florida.
Dear Mr. Garcia;
The Department of Environmental Resources Management (DERM) has reviewed the above -referenced
document received June 12, 2008 pertaining to the removal of (1) 10,000 gallon underground storage tank
(UST) system on September 5, 2007 and has determined that this report meets the requirements of Chapter
62-761.800, Florida Administrative Code (FAC). Therefore, the report has been placed on file with other
pertinent material regarding the subject site.
Total Benzo(a)pyrene Equivalents in soil samples PR -1(1'-3')(0.4 mg/kg), SS -E (4'-6")(0.9 mglkg), SS -PA (1'-
3')(1.6 mg/kg), SS -PB (1'-3')(6,1 mg/kg), SS -PC (1'-3')(0.8 mg/kg), SS -PD (1'-3')(0.9), SS -PE (1'-3')(1.7
mg/kg), SS -PG (1'-3')(0.5 mg/kg), and SS -Bottom (3')(0.4 mg/kg) exceed the Chapter 62-777, FAC soil
cleanup target levels (CTLs); therefore, further assessment in accordance with Chapter 62-770, FAC is
required. However, the contamination is eligible for state -funded cleanup under the Early Detection Incentive
(EDI) program (discharge dated July 9, 1986), since the above -referenced UST was known to be on-site at the
time of application to EDI. In accordance with Florlda Statute, F.S. 376.30, you are required to obtain prior
written approval from the Department for the scope of work and associated costs in order to be paid from the
Inland Protection Trust Fund for subsequent program tasks. Pre -approval requests for additional work may be
submitted to the Department. However, they will be reviewed based on priority score and availability of funds.
Voluntary work may continue to be performed at the site, as long as the work is performed in accordance with
Chapter 62-770, I"AC.
If you have any questions concerning the above, please contact Joelle O'Daniel-Lopez of the Environmental
Evaluation Program at (305) 372-6700.
Sincerely,
Wilbur MAorga, E., Chief
