Alfonso December 8, 2016 City Manager DATE SUBJECT Authorizing an Agreement with Nature Links, a Florida not -for profit FParrks REFERENCES: Organization e in iectore nt and Recreation ENCLOSURES: FILE: The Department of Parks and Recreation respectfully requests your approval and action of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public hearing, ratifying, approving and confirming the City Manager's recommendation, and finding that competitive negotiation methods are not practicable or advantageous regarding the agreement for providing young adults with disabilities between the ages of 18 to 30 continuing vocational education that will allow them to acquire skills that will led to employment. The history of cooperation between the City and Nature Links for Life Long Learning combined with the organization's professional ties with the school system and the community make it not practicable or advantageous for the City to seek other vendors to provide the same service. The Department respectfully requests such recommendation, finding, and authorization in order to proceed with executing an agreement, in the amount of $26,780.00 with an option to renew for a one (1) year period for the same amount and under the same terms and conditions, to the Nature Links for Life Long Learning, Inc. a Florida not -for profit corporation, for the provision of continuing educational programs for young adults with disabilities ages 18 to 30. The existing agreement with Nature Links expires December 3151, 2016. During the previous years, Nature Links has demonstrated its qualifications and capacity to serve the City through the following: 1. Providing an Urban Explorers program in partnership with the Patricia and Phillip Frost Museum of Science. 2. Teaching culinary and food service skills through the Culinary Foundations program at Coral Gables Congregational Church. 3. Fostering environmental teamwork and wildlife education in collaborative efforts with Homestead Hospital, ZooMiami, Empower Farms, Miami Dade County Public School, Miami Dade County and the City of South Dade. For the reasons stated above, as required by Section 18-85(a) of the Code of the City of Miami, the Department of Parks and Recreation (1) recommends that an agreement for the 2017-2019 contract year be awarded to Nature Links, a qualified non-profit that has been providing said services described above for several years, and (2) finds that competitive negotiated methods are not practicable or advantageous for obtaining a provider of said continuing educational programs for young adults with disabilities ages 18 to 30. If these recommendations and findings meet with your approval, please indicate by signing below.
