Alfonso DATE: December 14, 2016 FILE: City Manager SUBJECT: Authorizing an Agreement with Belafonte Tacolcy Center, Inc. a Florida FROM:&kt , Director REFERENCES: not -for profit Organization f Parks and Recreation (BTC) ENCLOSURES: The Department of Parks and Recreation respectfully requests your approval and action of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public hearing, ratifying, approving and confirming the City Manager's recommendation, and finding that competitive negotiation methods are not practicable or advantageous regarding the agreement for sports development programs and activities described below. The Department respectfully requests such recommendation, finding, and authorization in order to proceed with executing an agreement, in the amount of $100,675.00 with an option to renew for a three (3) year period for the same amount and under the same terms and conditions, to the Belafonte Tacolcy Center, Inc. a Florida not -for profit corporation (BTC), to operate the Sports Development Program at Belafonte Tacolcy Park, which provides structured recreational/sports activities, team sports and cultural awareness workshops to enhance the quality of life of the young adults in the Liberty City neighborhood and community. The existing agreement with BTC expired on September 30th, 2016. The normal contract period is from October 1" to September 30" of each year. During the previous years, BTC has demonstrated its qualifications and capacity to serve the City through the following: 1. Operating a T-ball/baseball program for younger children from March to June of every year. 2. Operating a basketball league for children from 5 to 17 years of age, from December to March of every year. 3. Operating a football league and cheerleading for children 4 to 15, from June to December of every year. 4. Operating a track and field program for ages 4 to 17, from February to August of every year. 5. Providing special sports events at least two times a year, serving approximately 500 youth. For the reasons stated above, as required by Section 18-85(a) of the Code of the City of Miami, the Department of Parks and Recreation (1) recommends that an agreement for the 2016-2021 contract years be awarded to BTC, which is qualified and has been providing said services described above for many years, and (2) finds that competitive negotiated methods are not practicable or advantageous for obtaining a provider of said sports development programs and workshops at Belafonte Tacolcy Park. If these recommendations and findings meet with your approval, please indicate by signing below. This legislation item will be placed on the agenda for the January 26`h, 2017 City Commission Meeting.
