RESOLUTTON NO. 88-19 '
A RESOLUTION CONCERNING THE ORANGE BOWL
RUNNING SERIES TO BE CONUUCTED BY RUNNERS
INTERNATIONAL, INC. ON FEBRUARY 19, 20 AND
21, 1988, AUTHORIZING THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY
THE DEPARTMENTS OF POLICE AND FIRE, RESCUE
AND INSPECTION SERVICES AND THE REQUIREMENT
THAT THE CITY WILL BE INSURED AGAINST ANY
POTENTIAL LIABILITY; GRANTING THE USE OF
BAYFRONT PARK AT NO CHARGE TO SAID SPONSOR;
FURTHER ALLOCATING AN AMOUNT NOT TO EXCEED
$900, FROM SPECIAL PROGRAMS AND ACCOUNTS,
CONTINGENT FUND, FOR RENTAL OF EQUIPMENT FROM
THE DEPARTMENT OF PARKS, RECREATION AND
PUBLIC FACILITIES FOR SAID EVENT; SUBJECT TO
AND CONTINGENT UPON THE SPONSOR'S COMPLIANCE
WITH SUCH ALL APPLICABLE REGULATIONS,
GUIDELINES AND ORDINANCES OF THE CITY OF
MIAMI.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage during the
Orange Bowl Running Series' Marathon and Relay to be conducted by
Runners International, Inc., the following streets are hereby
closed to through vehicular traffic at various times between 6:00
A.M. and 12:00 Noon on Saturday, February 20, 1988:
a) Biscayne Blvd. from NE 6th Street to Biscayne Blvd. Way
b) SE 2nd Street from Biscayne Blvd. to SE 2nd Ave.
c) Biscayne Blvd. Way from Biscayne Blvd. to SE 2nd Ave.
d) SE 2nd Avenue from SE 2nd Street to SE 5th Street
/Brickell Avenue
e) Brickell Avenue from SE Sth St./SE 2nd Ave. to SW 32nd
Road.
f) SW 32nd Road from Brickell Avenue to South Miami Ave.
g) Federal Highway from Brickell Avenue to S. Bayshore Dr.
h) S. Miami Avenue from Federal Hwy/US-1 to Alatka St.
i) Alatka Street from S. Miami Ave. to Tigertail Avenue
j) Tigertail Avenue from Alatka Street to Mary Street
k) Mary Street from Tigertail Ave. to Grand Avenue
1) Grand Ave. from Mary St. to McFarlane Road/Main Highway
m) Main Highway from Grand Avenue to Douglas Street
n) Devon Road from Main Highway to Hibiscus Street
o) Hibiscus Street from Devon Road to Royal Palm Avenue
p) Royal Palm Avenue from Hibiscus Street to Main Highway
q) McFarlane Road from Main Highway/Grand Avenue to South
Bayshore Drive.
r) South Bayshore Dr. From McFarland Road to Alatka Street
s) Included in the herein closure are all streets, avenues,
alleys and thoroughfares which intersect the above
delineated areas.

Section 2. In order to effectuate cafe passage during the
Orange Bowl Running Series' 10K Race to be conducted by Runners
International Inc. the following streets are hereby closed to
through vehicular traffic at various times between 8:00 a.m. and
11:00 a.m. on Sunday, February 21, 1988:
a) Biscayne Blvd. from NE 6th Street to Biscayne Blvd. Way
b) SE 2nd Street from Biscayne Blvd. to SE 2nd Ave.
c) Biscayne Blvd. Way from Biscayne Blvd. to SE 2nd Ave.
d) SE 2nd Avenue from SE 2nd Street to SE 5th Street
/Brickell Avenue
e) Brickell Avenue from SE 5th St./SE 2nd Ave. to SW 20th
Road.
f) Included in the herein closure are all streets, avenues,
alleys and thoroughfares which intersect the above
delineated areas.
Section 3. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area from entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgement
predicated upon all factors set forth herein.
Section 4. Such authorizations for street closures are
hereby subject to the organizers obtaining insurance requirements

as mandated by the City of Miami.

Section 5. Sponsor is hereby granted the use of City of
Miami's Bayfront Park at no charge for said event.
Section 6. An amount not to exceed $900 is hereby allocated

from Special Programs and Accounts, Contingent Funq for rental of

equipment from the Department of Parks, Recreation and Public
Facilities for said event.
Section 7. All aforementioned authorizations and approvals
are hereby subject to and contingent upon said sponsor's

compliance with any and all applicable regulations, guidelines
and ordinances of the City of Miami.

It is getting close to marathon time again and on
behalf of Runners International Inc., producers of the Orange
Bowl Running Series, I would like to request a personal
appearance before the City Commission at the January
14, 1988 City Commission meeting and that we be placed
on the agenda.
The 1988 Orange Bowl Running Series will be the first
major event in the new Bayfront Park. All the various
races have been combined into a single weekend festival
including a sports and fitness trade exposition, a
concert with major talent, corporate hospitality tents
and all kinds of fun, food and music. The dates are
February 19, 20 and 21, 1988. A copy of the
announcement brochure is enclosed and in it you will
find the entire program. We have had meetings with
Commissioner Kennedy, Walter Golby and the Parks
Department, the Police, the new Bayfront Park Trust and
the management at Bayside. All have contributed to the
formation of the new program. You and the
commissioners, together with your assistant managers,
directors .and staff have always been wonderfully
helpful and great friends to our events so it is with
special pleasure that we anticipate Bayfront Park
becoming the permanent home for the Orange Bowl Running
Series in late February each year.
In this context, the nature of our appearance will be
largely ceremonial and informative but there are some
formalities for which we request your support and
Commission approval as follows.
1. The closing of streets land limiting of access) on
the race route of the American Savings Orange Bowl
Marathon February 20, 1988 and the Orange Bowl 10,000
Meters February 21, 1988 as per arrangements with the
police.

2. The use of City equipment such as bleachers, showmobiles, french
barricades, etc., without charge.
3. The waiving of charges for off -duty police and fire rescue, or if
this is not possible, the limiting of the charges to the very lowest
rates for personnel only without the additional fees for vehicles,
uniforms, etc.
4. The waiving of any restrictions and limitations on the use of
commercial sponsors as part of the event names (e.g. The American
Savings Orange Bowl Marathon, The Lowenbrau Grand Prix) with respect to
advertising and street banners.
I look forward to seeing you soon and wish you and all our friends at
the City the most wonderful and prosperous new year.
