HomeMy WebLinkAboutR-88-0066J-88-82 1/13/88 RESOLUTION N0. 813-66 A RESOLUTION AUTHORIZING AN INCREASE IN THE CONTRACT AMOUNT OF SR,2201.87 IN THE CONTRACT BETWEEN THE CITY OF MIAMI, FLORIDA AND WILLIAMS PAVING CO., INC.1 DATED MARCH 7, 1986, FOR THE CONSTRUCTION OF DOWNTOWN HIGHWAY IMPROVEMENT PHASE I IN DOWNTOWN HIGHWAY IMPROVEMENT PHASE I DISTRICT H-4498 CIP PROJECT NO 341102, SAID FUNDS TO BE PROVIDED FROM HIGHWAY GENERAL OBLIGATION BOND FUNDS ALREADY ALLOCATED TO THE PROJECT; FURTHER ACCEPTING THE COMPLETED WORK OF WILLIAMS PAVING CO., INC., AT A TOTAL COST OF $1,631,565.39; AND AUTHORIZING A FINAL PAYMENT OF $184,589.17. WHEREAS, there exists a contract dated March 7, 1986 between the City of Miami, Florida and Williams Paving Co., Inc. for DOWNTOWN HIGHWAY IMPROVEMENT PHASE I IN DOWNTOWN HIGHWAY IMPROVEMENT PHASE I DISTRICT H-4498 CIP Project No. 341102; and WHEREAS, an increase in contract of $8,228.87 is required to cover the cost of the unforseen replacement of City owned underground facilities during the construction of the project; and WHEREAS, the Director of the Department of Public Works recommends the increase in contract to cover the additional costs; and WHEREAS, funds to cover the increase are available from money already allocated to the project; and WHEREAS, all of the work included in the contract and the proposed increase in contract has been satisfactorily completed by Williams Paving Co., Inc. and they have furnished the required documents certifying that all bills for labor and materials have been paid in full in connection with the aforesaid contract; and WHEREAS, after a duly advertised public hearing held on January 14, 1987 to hear objections by persons interested in or affected by City Commission acceptance of the completed construction of Downtown Highway Improvement Phase I in Downtown Highway Improvement Phase I District H-4499 C.I.P. Project No. 341153, no objections were sustained; and CITY COMMISSION MEETING OF JAN 14 1988 RESOLUTION No. REMARKS: WHEREAS, the City Manager and the Director of the Department of Public Works recommend acceptance of the completed work and authorization of final payment to the contractor. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: j Section 1. The contract between the City of Miami, Florida and Williams Paving Co., Inc. for the construction of Downtown Highway Improvement Phase I in Downtown Highway Improvement Phase I District H-4498 CIP Project No. 341102 dated March 7, 1986 is hereby increased by $8,227,87 with funds for the increase to be provided from monies already allocated to the project. Section 2. The completed work performed by Williams Paving Co., Inc. for DOWNTOWN HIGHWAY IMPROVEMENT PHASE IN DOWNTOWN HIGHWAY IMPROVEMENT PHASE I, DISTRICT H-4498 C.I.P. Project No. 341102 is hereby accepted at a total cost of $1,631,565.39. Section 3. The proper officials of the City of Miami are hereby authorized to pay Williams Paving Co., Inc. a balance of $184,589.17 as full and final payment for all work performed and all materials furnished in connection with the aforesaid contract. Odf City Manager RECOMMENDATION: DATE• �� #nRILE: B-4498 SUBJECT: DOWNTOWN HIGHWAY IMPROVEMENT - PHASE I CIP Project No. 341102 Increase in Contract and Final Payment REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached resolution authorizing an increase in contract amount of $8,228.87 in the contract between the City of Miami, Florida and Williams Paving Company, Inc. for the construction of DOWNTOWN HIGHWAY IMPROVEMENT - PHASE I - CIP Project No. 341102; said funds to be provided from Highway General Obligation Bond Funds already allocated to the project; further accepting the completed work of Williams Paving Company, Inc., at a total cost of $1,631,565.39; and authorizing a final payment of $1849589.17. BACKGROUND: The Department of Public Works has determined that it is now in order for the Commission to authorize an increase in contract amount, accept the completed work and authorize final payment, after all conditions are met for the Downtown Highway Improvement - Phase I - CIP Project No. 341102. The Downtown Highway Improvement - Phase I has been completed by Williams Paving Company, Inc. The project consisted of rebuilding 1.3 miles including clearing and grading, concrete curb and gutter, concrete sidewalk, drainage, asphalt base, and new asphalt surface course. The project is located in an area bounded by South 2nd Street to North 4th Street between N.W. 1 Avenue and Biscayne Blvd. An asphalt overlay was applied to S.E. 3rd Avenue between East Flagler Street and S.E. 2nd Street. 7 7—% Honorable Mayor and Members of the City Commission During construction of the project numerous unforeseen underground utility conflicts were encountered, causing delays and increased costs to the project. In addition, because of a dispute with Florida Power and Light Company the City installed underground conduit for a new street lighting system. Also, a price was negotiated with the contractor to substitute asphalt base for limerock base in order to minimize disruption to the commercial businesses. The asphalt base substitution increased the cost of the work. A $100,000 increase in the contract amount was authorized by Commission Resolution 86-1016 dated December 11, 1986. This increase was to cover the cost of the street lighting conduit installation and the construction of asphalt base in lieu of limerock base. However additional extra work including the replacement of a city owned underground facility was required and a second increase in the contract amount will be required at final payment. The Contractor on the project has satisfactorily completed all of the work included in the original contract, the first increase in contract, and the work covered by the proposed $8,228.87 increase in contract, for a total cost of $196319565.39.
