BACKGROUND:
The Housing Conservation and Development Agency recommends

Commission approved the implementation of the City's Scattered Site
Affordable Housing Development Program in the City's Community
Development Target Area for the purpose of providing owner occupied
_ residential units within the affordability range of qualified low
and moderate income purchasers. In addition, the City Commission
authorized the City Manager to proceed in securing appraisals of
home sites with initial emphasis in the Allapattah, Model City,
Wynwood and Overtown target areas.
In May pf 1987, the City Commission passed and adopted Resolution
No. 87-455, which authorized the City Manager to make offers to
property owners for acquisition of eight (8) parcels in the Wynwood
Community Development Target Area for the Program. Subsequently,
purchase offers were made to the owners of eight (8) parcels in the
Wynwood neighborhood of which two (2) owners have agreed to sell
their properties to the City through a negotiated purchase.
