A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING THE CITY MANAGER'S FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE UPGRADING OF THE MIAMI POLICE DEPARTMENT'S AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM AT A PROPOSED COST OF $811,000.00D FROM DE LA RUE PRINTRAK INC., ALLOCATING FUNDS THEREFOR FROM THE POLICE DEPARTMENT CAPITAL IMPROVEMENT BOND FUND PROJECT NO. 312014 ($616,000.00) AND PROJECT NO. 312017 ($195,000.00) INDEX CODE #299401-840'; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, the Department of Police purchased an Automatic Fingerprint Identification System from De La Rue Printrak, Inc. seven years ago and is in need of upgrading. The current terminals have components that are no longer manufactured and the central processing unit will not interface with components that are required to network with the State System; and WHEREAS, the Department of Police utilizes this system to fingerprint persons arrested and to enter fingerprints found at crime scenes; and WHEREAS, funds for this service are available in the Police Department Capital Improvement Bond Fund Project No. 312014 ($616,000.00) and No. 312017 ($195,000.00) Index Code #299401- 840; and WHEREAS, the Chief Procurement officer has adopted a finding wherein that De La Rue Printrak Inc., is the sole source to provide this service; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager and the Director of the Department of Police recommend that the requirement for competitive formal sealed bids be waived and the procurement from De La Rue Printrak Inc., as the sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: NOTE: mommmissioner J.L.Plummer was given two (2) weeks to inspect one of the tems with veto power over CITY COMMISSION MEETING OF sys JAN 14 1988 i implementation of this instrument. 98- j4 RESOLtJTlON No. t , REMARKS: i Section 1. By an affirmative vote of 4/5ths of the Members of the City Commission, after a duly advertised public hearing, the City Manager's written finding that De La Rue Printak, Inc., is the Sole Source of supply to the City for furnishing upgrading of the Miami Police Department's Automated Fingerprint Identification System is hereby ratified. Section 2. The requirements for competitive sealed bids is hereby waived and the Department of Police request for upgrading the Automated Fingerprint Identification System is hereby approved with funds therefor hereby allocated from the Police Department Capital Improvement Bond Fund Project No. Ji1U14 ($616,000.00) and No. 312017 0195,000.00) Index code #299401- 840. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this service, subject to availability of funds. OdiO•.`!*-- City Manager r RECOMMENDATION: DATE: J rn i a 51983 FILE: SUBJECT: Resolution Authorizing Waiver of sealed bids for the upgrade of the automatic fingerprint REFERENCES: system ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached resolution authorizing the waiver of the requirement for sealed bids for upgrading the Miami Police Department's automated fingerprint identification system. De La Rue Printrak, Inc. is the sole source vendor and holds the privileges over the software and hardware of this system. The proposed cost is $811,000 and funds are available in the 1984 Police Capital Improvement Bond Fund. BACKGROUND: The Miami Police Department purchased an automatic fingerprint identification system from De La Rue, Printrak, Inc. seven years ago and is in need of upgrading.
