A RESOLUTION AUTHORIZING THE ISSUANCE OF A
REVOCABLE PERMIT, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, TO THE AMERICAN BARGE CLUB,
INC. FOR USE OF 2929 SQUARE FEET OF BUILDING
SPACE IN ANTONIO MACEO PARK, LOCATED AT 5515
N.W. 7TH STREET, IN CONNECTION WITH ROWING
PROGRAMS FOR YOUTHS AND HANDICAPPED CONDUCTED
BY SAID ORGANIZATION IN SAID PARK.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is hereby authorized to issue a
Revocable Permit, in a form acceptable to the City Attorney, to
the American Barge Club, Inc. for the use of 2929 square feet of
building space in Antonio Maceo Park, located at 5515 N.W. 7th
Street, in connection with rowing programs for youths and
handicapped conducted by said organization in said park.

Club on the personal appearance portion of the January 14. Commission
meeting agenda.
Dr. Berti will address the American Barge CLub's request in obtaining
a property within the City of Miami limits to develop a rowing club
devoted to the practice of handicapped and youth rowing.

Dear Ms. Kennedy,
This letter is to present to you, the American Barge
Club. The ABC is a non-profit rowing club that is
devoted to the practice of handicapped and youth rowing.
� inct� 1981, we have been pursuing to obtain a property
within the City of Miami limits, in which to develop
our program. In the oast we have obtained it but have
lost it through burocratic manipulations.
We have been invited by the Antonio Maceo Foundation to
develop the disabled rowing program at the future site
of the Antonio Maceo Park.
We have a signed contract with the City of Miami that
requires yet the City Manager's signature. We have
been informed by the manager that the issue will be
discussed in a future Commissioner's Meeting.
We are hereby, respectfully and urgently requesting
that thiLi case should be placed on the Agenda for thO
next Commissioner's Meeting due on January 14, 1983.
With sincere hope, we expect its approval and we are
looking forward to personally discuss with you any
cotnmr�nts or questions you may have about our project.

Re.: Contract American Barge Club
Dear Mr. Odio,
This letter is to confirm our conversation held on
December 15, 1987, at the City of Miami,
Administrative Office. In said meeting we discussed
the revocable contract between the City of Miami and
the American Barge Club for the usage of a boathouse
located at the Antonio Maceo Park.
This boathouse will be shared with the Antonio Maceo
Foundation. As you will know the rowing program that
the Antonio Maceo Foundation will provide to the
surrounding community will be implemented by the
American Barge Club. This program will offer the
opportunity to practice water sports, particularly
rowing, to the youth of the area, to the disabled and
handicapped young people and to the older persons who
would like to participate in them.
The program will not cost a cent to the City of
Miami, it will be entirely provided by the American
Barge Club at the Antonio Maceo Park. The improvements
to be performed at the old abandoned boathouse will
be paid by the American narge Club. I'll is wiI(
include: improving the roof, installation of new
doors, windows and security barrs. It will also
include the repair of the pre-existing bathrooms and
creation of locker rooms. We will install a new
electrical system. A custom-made floating dock will
be ordered for its use at the park. We will buy and
maintain the boats for the disabled and the

competitive sportsman. We will supply appropriated
coaching and supervision as well as create the
appropriate competitions for the improvement of the
level of performance in the sport.
We appreciate very much your personal commitment to
us offering to personally do the lobbying on our
behalf and seeing that the commissioners of the City
of Miami give their approval to this contract in
order for you to be able to sign it. This promise of
yours goes beyond your call of duty and we shall
always remember this commitment of yours to the
children, the disabled, and the sport of rowing.
I would like to recall some history so that the
honorable commissioners will have less trouble in the
recommendation for the signarute of this contract.
As you will recall the American Barge Club's program
was unanimously supported and applauded by the
commissioners' of the City of Miami on several
occasions. We were granted a parcel of land at the
Miami Marine Stadium and we passed the scrutiny of
many levels of control. We were approved by the
Water Front Committee, we were discussed and approved
at the Blue Ribbon Committee we applied for a request
for proposal and in view of the virtues of the
program that we presented, we were granted the parcel
at the Miami Marine Stadium.
We are the same program that has been voted for
unanimously by the honorable city commissioners' on
several occasions in the past. We are still commited
to our ideals to serve the community and to provide,
free of cost to the City of Miami, a unique program,
directed to the rehabilitation of the disabled
through rowing and introduction of the sport to the
children of families who can not afford to pay the
high cost of the sport at other institutions. Our
Board of Trustees is made up of well established
professionals and businessmen in the community who
will be commited to the funding and maintenance as
well as advancement of this program.

any political or economical interests, we only want
to project our good will to our community.

Dear Mayor, Vice Mayor, Commissioners and City Manager:
_ I would like to reiterate my support to the project proposed
by the American Barge Club, a non-profit organization, to
provide at least $25,000 for the upgrading of the Antonio
Maceo Park. These improvements will enable the American
Barge Club to offer, at no cost to the City, a rowing program
for the youth and the handicapped.
I believe this is an excellent opportunity to have public and
private joint efforts working hand in hand for the betterment
of our community.

The American Barge Club is a nonprofit organization
founded in Miami for the purpose of developing
and stimulating the sport of rowing as a recreational
and therapeutic activity.
Offering numerous benefits as a physical and mental
discipline, rowing is a safe and constructive activity for
individuals of all ages. The American Barge Club will be
one of the most positive influences in our community
and a tremendous source of pride.
The American Barge Club will offer four parallel
programs:
• Rowing Rehabilitation Program for persons with a
physical or mental disability which will allow them to
perform rowing movemerifs, with or without the aid of
special equipment. Organized as a pilot program for the
United States, the American Barge Club is one of the
only rowing clubs to designate a rehabilitation team as
an official institutional activity. Participants with
paraplegia, low quadriplegias and amputations will
have individually tailored programs to maximize their
abilities. Special arrangements will also be made to
accommodate blind, deaf and mentally retarded indi-
viduals. The rehabilitation program is supported by
Cedars Medical Center.
• Masters Program for the oarsperson 27 years of age and
over. No previous rowing experience is necessary as
instruction will be Provided.
• High School Juniors, Seniors and Elite Program for
those in sports competition status.
• Family Rowing Program which will promote a tradition
and offer organized social and sports activities.
What We Need
The Citv of Miami has generously leased land to the
American Barge Club at a fee of WO per year. Located on
Key Biscayne near Marine Stadium, this site offers an
ideal location.
Additionally, internationally acclaimed architect Giorgio
Balli has donated his services to design the clubhouse.
Now, we need the support of individuals, groups and
companies to make the clubhouse a reality. Your tax
deductible contribution will offset the cost of building
this vital community facility.
Why We Need It
The American Barge Club is a voluntary organization.
There will initially be no paid employees. The Board of
Directors is also comprised of volunteers who donate
their time and expertise. Membership for the American
Barge Club will be on a totally open basis for a nominal
amount. Initially, we need support of the community
to establish the home base of operation.
The American Barge Club's major service area will be
the City of Miami and its surrounding Dade and Broward
communities. However, due to the nature of the organi-
zation and particularly the rehabilitation aspect of it,
participants will come from anywhere and be offered
membership in any of the programs. The American Barge
Club could easily become a major center of convergence
for sport related rehabilitation activities.

Barge Club by making your tax deductible contribution.
