HIS 57 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A $4,650,000 HOUSING DEVELOPMENT GRANT PROGRAM FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE DEVELOPMENT OF A ONE HUNDRED TWENTY-FIVE (125) UNIT RENTAL HOUSING DEVELOPMENT IN THE CITY, AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL THE NECESSARY DOCUMENTS IN ORDER TO IMPLEMENT THE PROGRAM SUBJECT TO APPLICABLE CITY CODE PROVISIONS. CITY COMMISSION MEETING OF JAN I44 iw RESOLUTION Na. • 8f 57 REMARKS: WHEREAS, Section 17 of the United States Housing Act of 1937 was enacted into law in Section 301 of the Housing and Urban Rural Recovery Act of 1983, establishing the Housing Development Grant Program; and WHEREAS, on June 25, 1987 the City Commission through Resolution 87-620, approved the submission of Housing Development Grant Program application for Design Management Investments, Inc. (developer), for the construction of a one hundred twenty-five unit, Adult Congregate Living Facility; and WHEREAS, in recognition of the City of Miami's severe shortage of rental housing affordable to low and moderate income families and elderly residents, the City was successful in securing preliminary funding approval from the U.S. Department of Housing and Urban Development in connection with the City's application for funding under the Housing Development Grant Program in the amount of $4,650,000 for the construction of a one hundred twenty-five unit rental housing development for the elderly in the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager, as Chief Administrative Officer for the City of Miami, is hereby authorized to accept a grant from the U.S. Department of Housing and Urban Development in the amount of $4,650,000 in connection with the Housing Development Grant Program for the development of a one hundred twenty-five (125) unit rental housing development in the City. Section 2. Z S 1987 FILE: Resolution Authorizing ""'City Manager to Accept a Federal Grant REFERENCES: Cl ty Commission Agenda Item: December 10, 1987 ENCLOSURES: It is respectively recommended that the City Commission adopt the attached resolution authorizing the City Manager to accept a grant j in the amount of $4,650,000 from the U.S. Department of Housing and Urban Development in connection with the Housing Development Grant Program for the construction of a one hundred twenty-five (125) unit rental housing development in the City. The proposed resolution further authorizes the City Manager to execute all the necessary documents required in order to implement the Program. BACKGROUND: The Housing Conservation and Development Agency recommends ratification of the attached resolution. The attached resolution enables the City Manager to accept a grant in the amount of $406501,000 from the U.S. Department of Housing and Urban Development under the Housing Development Grant Program for the construction of a one hundred twenty-five (125) unit rental housing development in the City. In May of 19870 the U.S. Department of Housing and Urban Development announced the availability of $99,550,000 in funding under the Housing Development Grant Program. Through the Housing Development Grant Program, U.S. HUD provides financial assistance to local governments to assist in financing construction or rehabilitation of rental housing units. Housing Development Grant Program funds may be used to provide grants, loans, interest reduction payments or other forms of assistance to developers for the construction or substantial rehabilitation of rental housing in which at least twenty percent (20%) of the units wall be occupied by lower income households. On June 25, 1987, the City Commission, through Resolution No. 87- 620, authorized the submission of an application for federal assistance under the Housing Development Grant Program for the construction of a one, hundred twenty-five unit Adult Congregate Living Facility. 6g -1 88-S dP Resolution Authorizing City Manager to Accept a Federal Grant Page - 2 - Subsequently, in September of 1987, the City was notified that its application for federal assistance in the amount of $4,6501000 had received preliminary funding approval from U.S. HUD. The HODAG award will be used to provide a low interest construction loan to Design Management VII Associates, the developer/owner of the proposed fourteen (14) story, one hundred twenty-five unit Adult Congregate Living Facility to be developed in west Miami. The proposed project, Residential Plaza at Blue Lagoon, will be constructed on a 1.5 acre site located at Northwest 7th Street and 57th Avenue. In order to move this project forward, it is recommended that the City Commission approve the attached resolution which authorizes the City Manager to accept the grant award and to execute all the necessary documents required to implement the Program.
