A RESOLUTION ACCEPTING THE BID OF LAKEVIEW
KENNEL FOR FURNISHING TEN (10) GERMAN DOGS TO
BE USED IN THE CANINE PROGRAM FOR THE
DEPARTMENT OF POLICE AT A TOTAL PROPOSED COST
OF $24,800.00, ALLOCATING FUNDS THEREFOR FROM
THE POLICE DEPARTMENT'S LAW ENFORCEMENT TRUST
FUND PROJECT NO. 690001 INDEX CODE #290911-
875; AUTHORIZING THE CITY MANAGER TO INSTRUCT
THE CHIEF PROCUREMENT OFFICER TO ISSUE A
PURCHASE ORDER FOR THESE GERMAN DOGS.
WHEREAS, pursuant to public notice, sealed bids were
received November 23, 1987 for furnishing ten (10) German dogs to
be used in the canine program of the Department of Police; and
WHEREAS, invitations were mailed to nine (9) potential
suppliers and two (2) bids were received; and
WHEREAS, funds for this purchase will be available from the
Police Department's Law Enforcement Trust Fund Project No.
690001, Index Code No. 290911-875; and
WHEREAS, these purebred German dogs will be trained by the
Department of Police for use in the canine program; and
WHEREAS, the City Manager and the Director of the Department
of Police recommend that the bid received from Lakeview Kennel be
accepted as the lowest responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The November 23, 1987 bid of Lakeview Kennel for
furnishing ten (10) purebred German dogs to the Department of
Police at a total proposed cost of $24#800.00 is hereby accepted
with funds therefor hereby allocated from the Police Department's
Law Enforcement Trust Fund, Project No. 690001, Index Code No.
290911-875.

instruct the Chief Procurement Officer to issue a purchase order
for these German dogs.

Sealed bids will be received by the City of Miami City Clerk at
her office located at 3500 Pan American Drive, Miami, Florida,
33133 not later than 2:00 p.m. November 23, 1987 for furnishing
Eight to ten Dogs from Germany for the Department of Police.
Bids submitted past such deadline and/or submitted to any other
location or office shall be deemed not responsive and will be
rejected.
Ordinance No. 10062 established a goal of Awarding 51% of the
City'$ total dollar volume of all expenditures for All Goods and
Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids
and who are not registered with the City as minority or women
vendors are advised to contact the City Procurement Office, 1390
N.W. 20th Street, Second Floor, Telephone 579-6380.
Detailed specifications for the bids are available upon request
at the City Procurement Office.
The City Manager may reject all bids and readvertise.

This is to inform you that, on this date November 23, 1987, at
2:00 p.m. my office opened Bid No. 87-88-013 at the designated
time. and the appropriate Bid Security List was prepared.
However, when the mail was delivered at 3:00 p.m. there were two
other bids. certified (attached hereto) which were actually
picked up by our City mailroom from the Post Office at 10:00 a.m.
today and, for reasons that we ignore, were not delivered to us
in time to open together with the other bids.
Since these bids were picked up by City staff assigned to the
Finance Department at 10:00 a.m. this morning. it is my
recommendation that they a accepted. opened and considered to
have been received in a timely manner. so that they may be
tabulated together with the ones which were read out loud at the
designated time.

RECOMMENDATION:
It Is respectfully recommended that an award be made and a
resolution be passed accepting the bid as received from Lakeview
Kennel for furnishing and purchasing ten purebred dogs from
Germany for the Police Department's K-9 Unit, for a total
proposed cost of $24,800.
BACKGROUND:
The Police Department has analyzed the bids received on November
23, 1987, for furnishing and purchasing ten purebred dogs from
Germany for the Police Department's K-9 Unit. The Department has
found the Lakeview Kennel bid to be the lowest responsive bid.
On November 6, 1987, invitations for sealed bids for furnishing
and purchasing purebred German dogs were sent to prospective
vendors. Bids were opened on November 23, 1987, with three (3)
vendors submitting bids.
The Department of Police will train these purebred dogs for use
In the canine program. Purebred dogs are required to have a dual
temperament which is a primary consideration when training dogs
to locate narcotics and explosives and work around people.
Landmark Kennel's bid was non -responsive, failing to meet the
specifications under the "term and conditions" of the bid.
Landmark Kennel submitted terms requiring 50% advance payment
upon award of bid and balance upon delivery of dogs.
_ Ms. Adrienne MacBeth was contacted reference to Minority
Participation and she concurs with the department's
recommendation.
It is, therefore, recommended that the award of bid be made to
Lakeview Kennel. The department's specifications have been met
and the funding source will be the Police Department's Law
Enforcement Trust Fund, Project Number 690001, Index Code 290911-
875.
