RESOLUTION NO. 84,47
A RESOLUTION CLOSING, VACATING, ABANDONING
AND DISCONTINUING TIIE PUBLIC USE OF THAT
PORTION OF NORTHWEST LOTH AVENUE BETWEEN THE
SOUTH RIGHT -OF -WAX LINE OF NORTHWEST 17TH
STREET TO A POINT + 675' SOUTH OF SAID
RIGHT -OF -WAX LINE, BEING THE NORTH RIGHT-OF-
WAY LINE OF NORTHWEST 15TH STREET, SUBJECT TO
THE DEPARTMENT OF PUBLIC WORKS' REPORT THAT
THE CONSTRUCTION OF THE 9TH AVENUE BY-PASS
ROAD BE COMPLETED; ALL AS A CONDITION OF
APPROVAL OF TENTATIVE PLAT #1204 "HIGHLAND
PARK SECTION TWO."
WHEREAS, the Miami Zoning Board at its meeting of March 19,
1984, Item No. 3, following an advertised hearing, adopted
Resolution ZB-24-84 by a 7 to 0 vote RECOMMENDING official
vacation and closure of a portion of a street as hereinafter set
forth; and
WHEREAS, the City Commission finds that it is in the best
interest of the general welfare of the City of Miami and its
inhabitants to grant the vacation and closure of the street in
question and deems it advisable to do so;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. That portion of Northwest loth Avenue between
the south right-of-way line of Northwest 17th Street to a
Point + 675'
south
of said right-of-way
line,
being the north
right-of-way
line of
Northwest 15th Street;
all as
a condition of
approval of Tentative Plat #1204 "HIGHLAND PARK SECTION TWO" is
hereby closed, vacated, abandoned, and discontinued for public
use, subject to the Department of Public Works' report that the
construction of the 9th Avenue by-pass road be completed.
PASSED AND ADOPTED this 26th day of April 1984.

Inc. to Dade County
RECOMMENDATION
It is recommended that the Board of County Commissioners approve
acceptance of real property that has been donated to Dade County by
Ophthalmology Research Foundation, Inc., South Florida Blood
Service, Inc. and National Parkinson Foundation, Inc..
BACKGROUND
The Public i.ealth Trust and Dade County Public vorks have been
king to complete plans and bid documents for 9th Avenue By --pass
Rind Road Connector for 10th Avenue and the conversion of 10th Avenue
from a vehicular artery to a pedestrian mall. Tenth Avenue
separates the site of Park Plaza 11, Bascom T�, r.• Eye Institute,
Calder t�;emori.al Library and other medical buildings from tlcurrent
medical center. campus. Converting loth Avenue to a pedestrian mall
extends the campus boundaries and provides for the safety and
welfare of patients, employees and visitors.
The Board approved Public Facilities Revenue Bonds to finance, among
other projects, the 9th Avenue by-pass and the 10th Avenue mall.
Ophtalmology Research Foundation, Inc., South Florida Blood
Services, Inc. and National Parkinson Foundation, Inc. owned strips
of land at the Southeast edge of the proposed right-of-way that are
needed for building the roadway, and each has donated the property
to Dade County.

The Board of Trustees of the Public Health Trust by resolution
unanimously recommended that the Board of County Commissioners

RESOLUTION ACCEPTING DEEDS FROM
OPHTHALMOLOGY RESEARCH FOUNDATION,
INC., SOUTH FLORIDA BLOOD SERVICE,
INC., AND NATIONAL PARKINSON FOUNDATION,
INC. FOR THE DEVELOPMENT OF THE 9TH
AVENUE BY-PASS AT JACKSON MEMORIAL
HOSPITAL
WHEREAS, this Board desires to accomplish the purpose
outlined in the accompanying memorandum of the President of_the
Public Health Trust, a copy of which is attached to this resolution
and incorporated herein by reference; and
WHEREAS, this Board finds and declares that the acceptance
of the deeds which are attached to this resolution and incorporated
herein by referencc_, and the property donated therein fi:om
Ophthal.=1097 IlesC. 3rc..h I'ounca«tion, Inc., South l.'loz ida }Blood
Service, Inc. and Nlational Flarr;inson roundati.on, Inc., is in the
best interest of Dade County for the development of the 9th Avenue

NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF DADE COUNTY, FLORIDA, that this Board hereby
approves, and accepts the deeds and the property conveyed therein
from Ophthalmology Research Foundation, Inc., South Florida Blood
Service, Inc. and National Parkinson Foundation, Inc.

UMEREAS, negotiations have been ongoing with South Florida Blood
Service, Ophthalmology Research Foundation, and Parkinson Foundation for
the acquisition of certain parcels of land required for right-of-way_
purposes for the new N. W. 9th Avenue Road -Connector Project; --nd
UTHERFAS, negotiations have been completed; and
IN'HEREAS, the President and the Building & Construction Connittee
recommend acceptance of land from said parties:
