A RESOLUTION WAIVING THE REQUIREMENT FOR
FORMAL SEALED BIDS, BY A 4/5TH5
AFFIRMATIVE VOTE OF THE CITY COMMISSION,
AND AMENDING SECTION 1 OF RESOLUTION NO.
83-795, ADOPTED SEPTEMBER 7, 1983, WHICH
AUTHORI7_ED THE FURfIISHING OF COMPUTERS
AND RELATED EgUIPMENT BY THE BURROUGHS
CORPORATION IN AN APPROXIMATE PURCHASE
AMOUNT BY ESTABLISHING THE TOTAL

PURCHASE PRICE OF SAID COMPUTERS AND
RELATED EQUIPMENT IN AN AMOUNT NOT TO
EXCEED $6.7 MILLION BASED ON THE CITY
MANAGER'S WRITTEN FINDING OF A VALID
EMERGENCY NEED FOR SUCH WAIVER.
WHEREAS, a contract with the Burroughs Corporation was
approved by the City Commission through adoption of
Resolution No. 83-795 on September 9, 1983; and
WHEREA5, the contract amount was based on the City's
then estimate of needed computers and related equipment to
implement the 5 year data processing plan previously approved
by the City Commission; and
WHEREAS, the estimated total purchase price authorized
under said contract pursuant- to said Resolution No. 83-1795
was not sufficient to acquire all of the equipment; and
WHEREAS, the amount of related equipment necessary to
effect the conversion from the Police Department (DEC) mini
computers to the new system was not anticipated to occur
until 1 98 5 but is now needed due to accelerated development
schedule which has brought the systems in one and a half
years ahead of schedule; and

WHEREAS, the City Manager has made a written finding
that the waiver of sealed competitive bids was necessary due
to the existence of the emergency situation involving the
operation of the Police Department computer system.
NOW, THEREFORE, BE IT RESOLVED BY THE COIAMISS10N OF THE

Section 1. The finding of the City Manager set forth in
'; the preamble of this Resolution is hereby ratified by an
affirmative vote of 4/5ths of the members of the City
Commission and incorporated by reference as part of this
section.
Section 2. Section 1 of Resolution No. 83-795, adopted
September 9, 1983, which authorized the furnishing of
computers and related equipment by the Burroughs Corporation
is hereby amended in the following particulars:1
"Section 1. The City Manager's written
finding, that there was an emergency need for
waiving sealed bids for furnishing 2 87900
computers, disk drives, controllers, tape drives,
terminals, B-21 micro computers, printers, software
conversion services and other associated
peripherals from the Burroughs Corporation for a
total purchase price in an

SUBJECT- Acquisition of Hardware
from the Burroughs
Corporation for the
upcoming Police Systems

recommends the adoption of
the attached resolution,
waiving the requirement for
formal scaled bids, for
acquisition of additional
terminals, printers, disk
drives, concentraters etc.
from the Burroughs Corpora-
tion.
The five Year Data Processing Plan prepared by the firm of Booz
Allen and Hamilton identified as the most critical task, the
conversion of the Police Computer Aided Dispatching System and the
Crime Reporting System from the DEC mini computers to the BurroughF;
B-7900. The time estimated for this effort was three (3) years
from start date.
The Department of Computers Undertook this project in April of 1983
along with the development of four 11c'►,,, systems. Through an
accelerated development effort Lill of the :,even police systems have
been completed and is ready for implemca11tat9.011 June 1, 1984 include
the following:
- Computer Aided Dispatching System
- Computer Aided Report Entry
- Mobile Digital Terminals
- Time Accounting System
- Personnel System
- Property System
- Investigative System
Under the authority of resolution number 83-795 the total purchase
price of the B-7900's and the associated peripherals amounted to
_ $5.8 million with annual cost not to exceed $1.7 million during
1983-84 and $1.4 million thereafter plus maintenance. The attached
resolution requests increasing the purchase price to $6.7 million
with no additional increase in the annual lease cost of $1.4
million.

The cost of the D--7900 and the new equipment will be proportion-
ately paid out of the Police Bond Fund. The following is the list
of equipment proposed for acquisition in order to implement the
police systems:

40 Addressable and Laser Printers
Dual Disk Drives
Disk Controllers
Disk Exchange
Disk DLP
Communications Converters and Concentraters
The total cost of the equipment is approximately $799,400.
The adoption of this resolution will not require any increase in
the current appropriation.
Your recommendation and approval for the adoption of this
resolution by the City Commission is requested and appreciated.
