Overtown was also a thriving center of commerce and culture for the Black community, particularly for music and entertainment in the 1940s and 1950s. Bahamian musicians marched down Fifth Place on Friday nights, playing a spicy blend of Calypso. Teenagers flirted over jukebox sessions at neighborhood restaurants. In the 1960s. several factors combined to change the face of Overtown: (i) two highways were built that cut through the heart of the community, separating the community into quarters: (ii) the ill-conceived efforts of "urban renewal.' leading to the destruction of many older homes and buildings, displacing nearly 80% of its residents and subsequent destruction of the area's business community. which once had more than 300 businesses; and (iii) desegregation. which opened new opportunities for many who moved to other neighborhoods. The formation of the SEOPW CPA was completed in 1982. s SEOPW CPA 2025 Annual Report 1 Creating opportunities for community empowerment i www.seopwcra.com : Approve and Attachment: File # 19811 - Exhibit B - SEOPW CRA Performance Analysis Report Packet Pg. 24 4.1.b ABOUT PARK WEST Most of the area currently referred to as Park West was part of the original 'Miami" Subdivision platted in 1896 by the principal developers of the early City of Miami. Mary and William Brickell, Julia Tuttle, Henry Flagler, and the Fort Dallas Land Company. While the initial development of Park West focused on residential projects, it soon established a commercial character in the form of warehouses associated with its downtown location and proximity to the Port of Miami, formerly located at the site of present-day Bicentennial Park. The name "Park West" derives from this area being located "west" of the 'park' Before 1964. this area was a warehouse and wholesale district related to the old port. When the port moved, so did the wholesale businesses and storage facilities. Few of the remaining businesses have any functional relation to the port on Dodge Island in Biscayne Bay. New warehouses and container storage areas are provided on Dodge Island and areas west of the Miami International Airport. 6 SEOPW CRA 2025 Annual Report I Creating opportunities for community empowerment I www.seopwcra.com : Approve and 00 01 Attachment: File # 19811 - Exhibit B - SEOPW CRA Performance Analysis Report Packet Pg. 25 4.1.b BOND SERIES 2025 OVERVIEW SKYLINE OF PARK WEST The SEOPW CRA dosed on a $161.9 million bond in August of 2025. setting the stage for transformative projects that will enhance the quality of life, expand affordable housing, and develop vibrant public spaces in Southeast Overtown. Cohen Temple, Church Of God In Christ has faithfully served the Historic Overtown community for more than 100 years. The church was established by Bishop Amaziah Melvin Cohen, whose name appears on the original charter of the City of Miami. Throughout its history, A.M. Cohen Temple has been recognized as a pillar of faith, leadership, and community service. The church became known throughout South Florida for its inspiring worship, generous spirit, and commitment to supporting both national and international missions. Following the passing of Bishop Amaziah Melvin Cohen in 1959, leadership transitioned to his son, Bishop Jacob Cohen, who continued his father's vision while leading extensive renovations and expanding the church's ministry. In 1967, the congregation officially renamed the church A.M. Cohen Temple in honor of its founder. Bishop Jacob Cohen would later become Jurisdictional Bishop of the Eastern Florida Jurisdiction and devoted his life to ministry and community service. Following Bishop Jacob Cohen's passing, Pastor Quincy Cohen, the great-grandson of the church's founder, was appointed Pastor in September 2021 by Bishop Jimmie L. Williams. Today, Pastor Quincy Cohen continues the family's legacy by strengthening the church's ministry while expanding outreach efforts that support children, youth, seniors, and families throughout Overtown. More than 100 years later, A.M. Cohen Temple proudly remains: "The church in the heart of the city, with the people of the city in its heart." Statement of Need A.M. Cohen Temple serves a diverse congregation that includes senior citizens, individuals with disabilities, youth, and families from the Historic Overtown community. Although the ministry has remained strong, the church facility requires critical improvements to ensure that it remains safe, accessible, and welcoming for everyone who enters its doors. Several facility needs have become increasingly urgent: • Existing handicap access requires new safety railings to better serve elderly members and individuals with mobility challenges. • The church property requires perimeter fencing to improve security and protect members, visitors, and church assets. • The parking lot has deteriorated over time and requires resurfacing to eliminate safety hazards and improve accessibility. These improvements will allow the church to continue providing worship services, youth programming, community meetings, educational activities, and outreach ministries in a safe environment. Project Description and Funding Request: Funding will be used to complete the following facility improvement projects: Project Cost Handicap Ramp Railings $18,650 Fence Installation $10,200 Parking Lot Re -pavement $9,500 Total Funding Request $38,350 Attachment: File # 19812 - Backup - A.M. Cohen Temple Proposal v08_27_2026 (19812 : 4/5th Vote: Grant to A.M. Cohen Temple, Church of God Packet Pg. 84 4.2.d These capital improvements will: • Improve accessibility for seniors and individuals with disabilities. • Increase safety for church members and visitors. • Enhance the appearance of a historic community landmark. • Preserve church facilities for future generations. • Support continued community outreach and youth programming. Community Impact A.M. Cohen Temple serves far more than its congregation. The church functions as a trusted community resource where residents gather for worship, fellowship, mentoring, educational activities, family support, food distribution and neighborhood engagement. The proposed improvements will directly benefit: • Senior citizens • Individuals with disabilities • Children and youth • Families • Community organizations utilizing church facilities • Residents of Historic Overtown By improving accessibility and safety, the church will continue serving as a welcoming center where community members can gather, receive encouragement, build relationships, and participate in programs that strengthen families and improve quality of life. Conclusion Your investment will help preserve a historic institution while improving the quality of life for seniors, youth, families, and residents throughout the community. We sincerely appreciate your consideration and look forward to partnering with you to continue strengthening the Historic Overtown community for generations to come. Packet Pg. 89 4.3 Grantee continues to operate "Temple Missionary Baptist Church" as an important faith -based institution and community gathering place in the Overtown community, delivering holistic youth development and family -centered services in the SEOPW CRA Redevelopment Area. The "Temple Missionary Baptist Church" previously received funding in an amount of Three Hundred Sixty Thousand Dollars and Zero Cents ($360,000.00) on October 23, 2025, by Resolution No. CRA-R-25-0059, for critical repairs and improvements to the church, including exterior window and door replacement, roof replacement, A/C and electrical repairs, termite treatment, and mold mitigation. As a result of the successful implementation of those improvements, additional facility needs and project costs have been identified, which are critical to preserving and enhancing the church's ability to serve the residents of the SEOPW CRA Redevelopment Area. To support its ongoing mission, Grantee is now undertaking a series of essential facility repairs and improvements, including building upgrades, accessibility enhancements, flood mitigation measures, and site improvements. Existing facility conditions have limited functionality and have significantly impacted the overall safety, appearance, and usability of the Property. Completion of the proposed improvements will provide a safer, more resilient, and accessible environment for church members and visitors. These enhancements will help ensure the Grantee can continue serving the community while preserving and improving a valued neighborhood asset. It is recommended that the Board of the SEOPW CRA approve and adopt the attached Resolution, authorizing the allocation of the Funds to the Grantee for the Purpose stated herein. JUSTIFICATION: Pursuant to Chapter 163, Florida Statutes, the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") is responsible for carrying out community redevelopment activities and projects within its redevelopment area ("Redevelopment Area") in accordance with the 2018 Updated Southeast Overtown/Park West Redevelopment Plan (the "Plan"). Section 163.340(9), Florida Statutes (the "Act"), community redevelopment means "undertakings, activities, or projects of a ... community redevelopment agency in a community redevelopment area for the elimination and prevention of the development or spread of slums and blight...." Section 2, Goal 1, of the Plan, lists the "preserv[ation] of . . . community heritage," as a stated redevelopment goal. Section 2, Principle 6, of the Plan, discusses "address[ing] and improv[ing] the neighborhood economy and expand[ing] the economic opportunities of present and future residents," as a stated redevelopment principle. Lastly, Section 2, Principle 8, of the Plan, provides that "[o]lder buildings that embody the area's cultural past should be restored," as a stated redevelopment principle. On August 24, 2007, the City of Miami, acting as General Counsel to the SEOPW CRA, issued Formal Legal Opinion No. 07-014, opining that the SEOPW CRA may use TIF funds to repair or renovate churches within the SEOPW CRA Redevelopment Area for the purpose of improving the community as a whole. From: James D. McQueen Enclosures: Exhibit "A" Executive Director BACKGROUND: The Board of Commissioners ("Board") of the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2018 Updated SEOPW CRA Redevelopment Plan ("Plan"). McQueen, Executive Director of Southeast Overtown Park West Community Redevelopment Agency Subject: Phase II Capital Improvement and Community Revitalization Funding Request for Temple Missionary Baptist Church Mr. McQueen: On behalf of the congregation of Temple Missionary Baptist Church, we sincerely express our appreciation for the Community Redevelopment Agency's commitment to preserving one of Overtown's historic institutions. Your investment in our church not only restores a building — but it helps preserve a legacy of faith, hope, and service that has positively impacted generations of residents throughout our community. Your recent project walkthrough of our building reaffirmed the significant progress that has been achieved through the CRA's partnership. The initial funding enabled the church to address critical structural deficiencies resulting from extensive water intrusion that threatened the integrity of our historic facility. During construction, unforeseen conditions required the reallocation of funds originally designated for energy and hurricane mitigation improvements so that emergency repairs to the roof, ceilings, and interior flooring could be completed. These decisions were made responsibly and strategically to protect the building from continued deterioration and to preserve the public investment already made. Today, Temple Missionary Baptist Church stands stabilized and positioned for its next phase of transformation. We respectfully submit the enclosed Phase II Capital Improvement and Community Revitalization Proposal for your consideration. The proposed improvements focus on protecting the CRA's initial investment while expanding the church's capacity to serve the residents of Overtown. Specifically, the proposal seeks funding for hurricane impact windows and doors, exterior drainage improvements, replacement of gutters and downspouts, remediation of a non-functional well that contributes to recurring basement flooding, installation of permanent exterior signage, replacement of sanctuary pews, hazardous tree removal from the property, decorative security fencing, a landscaped memorial prayer garden with a community prayer box, kitchen upgrades to meet the needs of feeding the community, and a digital LED community information display. These improvements will enhance public safety, increase storm resiliency, improve accessibility, beautify the surrounding neighborhood, and strengthen the church's ability to serve as a trusted community resource. For nearly a century, Temple Missionary Baptist Church has been more than a place of worship. It has served as a center for spiritual growth, education, outreach, leadership development, and community engagement. As Overtown continues its revitalization, our church remains committed to serving as a welcoming gathering place where residents can access faith - based services, youth programming, educational initiatives, senior support, and community events. This proposal reflects our shared vision of preserving historic assets while investing in sustainable community development. The requested improvements will not only safeguard an important landmark but will also create a safer, more resilient, and more vibrant campus that will continue serving future generations. We appreciate the confidence the CRA has placed in Temple Missionary Baptist Church and are grateful for the opportunity to continue this partnership. We respectfully request your favorable consideration of our Phase 1I funding request and look forward to discussing the proposal in greater detail. Thank you for your continued leadership and investment in the Overtown community. Respectful ly Subm itted Rev. Ds.
