Staff Report and Business Impact Statement
Cottage Housing and Front raca
Purpose:
The City is advancing legislation to introduce a new housing typology on small lots, commonly
referred to as "Cottage Housing", through design flexibilities within T3-0 Transect Zones and
on T3 non -conforming lots. It establishes a By Right process to reduce the need for
entitlements on specified nonconforming lots. It also proposes updating the definition of Lot
Coverage and Encroachments standards to incentivize porticos and porches and general
facade articulation. Overall, the amendment aims to reinforce the character of established
neighborhoods by encouraging context -sensitive design and supporting a broader range of
housing types at different price points.
Estimated Direct Economic Impact:
• The amendment will allow property owners to develop a new housing typology on
narrow lots and does not alter the existing land use regulations. Cottage Houses
are small, detached homes on narrow lots, designed to fit within existing
neighborhoods while making better use of underutilized lots.
• The amendment will enact a By Right provision for new single-family home or
duplex, through certain design flexibilities within the T3 Sub -Urban Transect Zones
- Open neighborhoods within a TOD and/or Transit Corridor and on specified
existing non -conforming T3 lots.
• Businesses will not incur additional costs or require an additional entitlement
process.
• No direct additional municipality regulatory costs, revenues or fees. Routine
reviewing of building permit applications and code compliance activities in respect
of enforcing the Miami 21 Zoning Code will continue to apply to projects
participating in the Cottage Housing initiative.
Estimated Number of Businesses to be Impacted:
The Planning Department does not anticipate an impact on businesses. The proposed
ordinance exclusively impacts on the development of a new housing typology on narrow lots.
Additional Information:

requirements, increased flexibility in pavement materials, and appropriately scaled driveways
and garages.
