City Clerk CITY OF MIAMI BOND PROPOSAL Safe and Ready Miami Safe, Modern, and Reliable Public Safety $450 MILLION to protect our communities for decades to come 19183 Submittal -Chief Robert Hevia-Safe and Ready Miami THE NEED Why This Matters Submitted in the public record for item(s) RE.4 , on 5/14/2026 . City Clerk Miami's fire stations are aging, emergency calls are increasing, and residents are waiting too long for help. Miami's police department and 911 call center are housed in a facility plagued by infrastructure failures, including persistent roof and sanitation plumbing leaks. The Safe and Ready bond will modernize the backbone of citywide emergency services and help protect every neighborhood. Aging Stations Many stations have outlived their lifespan, can't fit modern apparatus, and put first responders at risk. Hardened EOC A new Emergency Operations Center built to withstand a Category 5 hurricane — a secure facility to coordinate citywide response during any disaster. SAFE AND READY MIAMI CITY OF MIAMI Rising Call Volume Demand for fire and EMS service keeps growing citywide, stations struggling to keep up with today's load. New Police Headquarters Replaces the current Police Headquarters, which has reached the end of its useful life, with a modern, functional Public Safety building for Miami Police Operations. Delayed Response Underserved and growing neighborhoods are waiting longer when seconds count — a direct threat to life -safety. Unified 911 Response Co -locates Fire and Police Headquarters and the 911 center in one state-of-the-art facility — faster coordination, shared awareness, stronger response citywide. Slide 02 THE URGENCY Why Now? Submitted in the public record for item(s) RE.4 , on 5/14/2026 . City Clerk Conditions inside fire stations, the Police Headquarters, and the 911 call center are deteriorating. Every year of delay costs more and puts first responders and residents at greater risk.
