MARKET RESEARCH
Background:
The Department of Fire Rescue ("Fire") is seeking to establish a six (6) year maintenance and repair
agreement for the AirHAWK Exhaust Removal Systems ("AirHAWK Exhaust System") at Fire Stations
1 through 10, and 12.
Fire has purchased AirHAWK Exhaust Systems from Garrison Mechanical Service Corporation
("Garrison"), which have been installed within Fire Stations 1 through 10. An additional AirHAWK
Exhaust System was installed within Fire Station 12, pursuant to Sole Source #16-17-020, from
Garrison. Garrison is the only vendor authorized to install or service AirHAWK Exhaust Systems within
southeastern Florida.
Regularly scheduled maintenance and unscheduled repairs are necessary to ensure that the AirHAWK
Exhaust Systems continue to protect the City's Fire Personnel from toxic exhaust fumes. There was a
contract in place for these services, and the Garrison requires that an agreement be signed every six
(6) years.
Research Conducted:
The market research conducted in relation to this issue included internet searches, direct
communication with the equipment manufacturer and outreach to Miami -Dade County's Fire Rescue
Dept.
AirHAWK Exhaust Systems are manufactured in Cincinnati, OH by MagneGrip. They are sold through
a three -tiered distribution system, through Rossman Enterprises, Inc. d/b/a MagneGrip, which is the
regional distributor, and finally, Garrison, which is the only authorized dealer that serves the City of
Miami. Any work on AirHAWK Exhaust Systems performed by unauthorized technicians or using
unauthorized parts will void the manufacturer's lifetime parts warranty.
Recommendation:
Procurement recommends the approval of Fire's request to enter into contract with Garrison for the
maintenance and repair of the AirHAWK Exhaust Systems. This will allow Fire to protect the fire
personnel from harmful vehicle exhaust and protect the City's investment in these AirHAWK Exhaust
Systems by keeping them in proper working order, and thereby extending their useful lives.

ENCLOSURES: Supporting Documentation
This memorandum serves to request that you approve a finding that Garrison Mechanical,
located at 20851 Johnson Street #108, Pembroke Pines, FL 33029 is the sole source
provider to sell and service the AirHAWK air cleaning system. The Department of Fire
Rescue (MFR) uses these devices to remove contaminants, including diesel exhaust, from
the apparatus rooms of all fire stations. AirHAWK air cleaning systems come with a
limited lifetime warranty that would be voided if any service was provided by someone
other than the authorized provider. Because there is only one authorized provider MFR
was unable to provide cost comparison for review.
