HIS DISCRETION, AS A GRANT, AS A LOAN TO BUSINESS ENTITIES OR ON A
REIMBURSEMENT BASIS TO BUSINESS ENTITIES OR DIRECTLY TO VENDORS
UPON PRESENTATION OF INVOICES AND/ OR SATISFACTORY DOCUMENTATION,
TO QUALIFYING BUSINESSES, IN ORDER TO DISBURSE FUNDS AS STATED
HEREIN SUBJECT TO THE AVAILABILITY OF FUNDS.
