SUBJECT: Storm Pump Station Telemetry and
Supervisory Control and Data Acquisition System —
Recommendation of Award for Request for Proposal
("RFP") 2046386
FROM: Annie Perez, CPPO
Director/Chief Procurement Officer
Department of Procurement
RECOMMENDATION:
ENCLOSURES: Negotiated Agreement
Based on the findings below, the Department of Procurement ("Procurement") hereby recommends
approval for the award of a contract pursuant to Request for Proposals ("RFP") No. 2046386 to the
highest ranked responsive and responsible Proposer, Star Controls, Inc. ("Star Controls") for the
provision of a telemetry and supervisory control and data acquisition ("SCADA") application system for
the City's storm pump stations.
BACKGROUND:
On November 14, 2025, Procurement, on behalf of the City of Miami's ("City") Department of
Resilience and Public Works ("RPW'), issued RFP No. 2046386 under full and open competition, to
obtain proposals from experienced and qualified firms for the provision of a telemetry and SCADA
system for the City's storm pump stations. Proposers were required to meet all the minimum
qualifications and other requirements as established in the RFP in order to be deemed responsive
and qualified to provide said services.
On January 9, 2026, three (3) proposals were received and reviewed by Procurement for
responsiveness. All three (3) proposals were deemed responsive. The Evaluation Committee
("Committee") met on February 19, 2026, to review and evaluate the Proposals following the
guidelines published in the RFP. The Committee decided not to hold oral presentations with the
proposers.
The final scores are listed below in order of ranking:

Based on the foregoing, the Committee recommended that the City enter into negotiations with Star
Controls, the highest ranked responsive and responsible Proposer. Accordingly, the Negotiating Team
met with Star Controls on March 31, 2026, to negotiate a Professional Services Agreement ("PSA").
Thereafter, due diligence was conducted to determine Star Control's responsibility, including verifying
corporate status, that there were no performance or compliance issues, and no adverse findings
related to its responsibility.
Fiscal Impact:
While some storm pump stations are equipped with a variation of a SCADA system, many are not.
There is no current contractor that provides a telemetry and SCADA system. This system will be
installed at all current storm pump stations as well as the new construction storm pump projects slated
for the near future. The City was awarded the 2023-2024 Statewide Flooding and Sea Level Rise
Resilience Plan Grant from the Florida Department of Environmental Protection in the amount of
$679,895.00 Additional funding is secured through the City Stormwater Utility 2008 Trust Fund
Contribution from the General Fund. The total financial impact is approximately $762,793.43.
Based upon the above, Procurement hereby recommends award of this contract to Star Controls.
Your signature below will indicate approval of this recommendation.
