My name is Samantha Gold, and I strongly oppose RE.3, the proposed $770,000
settlement related to the Joe Carollo pension litigation. This matter reflects a long -running
RE. 3 pattern of public funds being used to defend and resolve what many residents view as
#1933 personal and politically driven disputes, including litigation tied to the Ball & Chain issue. Jun
2001 4 Residents are deeply concerned that hundreds of thousands of taxpayer dollars have 24
Bisca Settle already been spent in connection with these disputes, and now additional public funds are 2026
yne ment - being requested again. At a time when Miami continues to face urgent needs, traffic, 8:36
Blvd Joe infrastructure strain, public safety, and neighborhood improvements..it is difficult to justify am
Carollo continuing to allocate significant sums of public money toward prolonged legal baffles of MDT
v COM this nature. These funds should be protecting and improving the city, not repeatedly
absorbed by ongoing litigation and settlements. For these reasons, I respectfully oppose
RE.3 and any further financing moving to Joe CarroLto Thank you.
Sam Gold 2001 RE. 5 I have helped connect residents with zoning and planning officials, coordinated community Jun
anth Bisca #1939 outreach efforts, and authored a Petition Against Overdevelopment that collected more than 24
a yne 3 500 signatures and was submitted to City of Miami officials and respectively your offices. 2026
Blvd Direct Through this work, I have had a unique opportunity to observe firsthand how the Live Local 8:30
CA - Act has impacted both public discourse and the balance of power between residents, local am
Live government, and developers. First and foremost, I want to thank you for your leadership in MDT
Local requesting that the City Attorney investigate options regarding the Live Local Act. I am
Act aware its a state law, but hope it can be limited within the City of Miami. Many residents
throughout Miami share your concerns and appreciate your willingness to examine whether
this legislation is truly serving the public interest. White affordable housing is an important
goaL, many residents have witnessed how the Live Local Act has become far more than an
affordable housing toot. In practice, it has become a Leverage mechanism used whenever
communities raise concerns about excessive height, density, traffic, infrastructure impacts,
or compatibility with surrounding neighborhoods. Throughout discussions surrounding the
Vela and Edgehouse developments, residents were repeatedly reminded that if a project
was denied, reduced, or significantly challenged, developers could potentially pursue a Live
Local Act project instead. The message was dear: approve the project being proposed
today, or risk an even Larger, denser, tatter project tomorrow under Live Local. One
particularly troubling example occurred during the Public VeLa contested Waiver
proceedings. Assistant Zoning Director Jacob Keirn repeatedly warned that if the waivers
were challenged, the developer could build an "80-story building by right" under the Live
Local Act that would be "way tatter, way denser" with Little or no parking. However what
was omitted during that discourse (by a zoning official) was that the site's Live Local floor
area would actually be capped at approximately 513,648 square feet —about 14,000 square
feet Less than the 527,691 square feet the developer was seeking through waivers. In other
words, the Live Local scenario being presented as the worst -case scenario was not the
unlimited development threat that residents and decision -makers were Led to believe. To
many residents, this felt Less Like objective planning analysis and more Like the Live Local
Act being used as Leverage to discourage challenges to this and any development proposal.
The fact that City officials themselves were invoking the Act in this manner demonstrates
how it has evolved from a housing policy into a weaponized threat. Many residents believe
the Live Local Act has created a dangerous precedent whereby developers can use the
threat of state preemption to secure approvals, negotiate concessions, and discourage

community opposition. The January Vela Waiver Hearing demonstrated exactly how this
dynamic can unfold. When residents and commissioners are repeatedly told that
challenging a project could result in something even larger under Live Local, meaningful
public participation is undermined and trust in the planning process suffers. Miami needs
affordable housing solutions, but it should not come at the expense of local control, honest
planning analysis, or the public's right to participate in land -use decisions. For these
reasons, I strongly support your efforts to investigate every avaitabfe Legal and Legislative
option to challenge, Limit, or mitigate the impacts of the Live Local Act within the City of
Miami. Respectfully, Samantha Gofd

Commissioners, let me paint you a picture of what it's been like. For three and a half
years, my building was surrounded by scaffolding —a constant reminder of the work we had
to do. We spent millions, not just on construction, but on report after report, just to comply
with Florida statute. It's not just about fixing a pool or a facade —it's about navigating a
maze of legal requirements just to keep our homes safe and compliant. And just as we got
through that —just as we began to breathe —we learn a 40-plus-story tower is going up right
next door. No notice, no conversation. That's not just a building; that's cracked facades,

tower breaking ground, and it ripples through our lives —our roads, our noise levels, even
our pets' safety. If residents don't have a say, it only gets worse —more traffic, more
flooding, more disruption to our daily routines. We need a structured, predictable process —
one where we're not blindsided, and where developers respect the people who live here.
Without that voice, our quality of life will keep spiraling. So, I urge you again —vote to rein
in this reckless pattern, and let's bring the voice of residents back into the process. Thank

Traffic in the area is already unbearable as it is at all times not just rush hour and adding

adds to an unexpected and lower quality of living and overall burden for the taxpayer

Good evening Mayor and Commissioners. My name is Adam Nessim, and I am a
condominium owner in Edgewater. I support Commissioner Pardo's resolution to challenge
the Live Local Act and restore Miami's authority to manage its own growth. The issue is not
whether we should build more housing. The issue is whether additional density should be
approved without meaningful Local review and without ensuring that roads, utilities, schools,
parks, and public safety services can support that growth. Residents and Local officials
understand Edgewater's needs far better than state Lawmakers in Tallahassee. Major
development decisions should involve the people who Live here and are directly affected by
them. I urge you to support this resolution and protect Miami's right to plan growth

keep coming back to one question: Why the rush? This past January, a woman from our

They are the catalyst for huge consequences. They settle into our homes and green

out how to pay for the housing and utility costs that are Literally suffocating them. And too
often the Language of your agendas makes it difficult for everyday residents to understand
what is being proposed until after decisions have been made. The people closest to the
impacts are often the farthest from the decision -making table. And your entire job is to
represent the people. Not the special interests of developers...the people. So I ask again:
Why the rush? What is so burdensome about taking the time to fully understand the

DaLi Roja 2001 RE. 5 I am writing to support Item RE-5 on this Thursday's agenda. We need to stop developers Jun

us every time," forcing choices under "this insane specter of whatever, 80 stories or
