A RESOLUTION AUTHORIZING THE CITY MANAGER TO
RECEIVE PROPOSALS FROM PARKS AND RECREATIONAL
LAND PLANNERS FOR THE PURPOSE OF DEVELOPING A
PARKS AND RECREATIONAL USE PLAN FOR THE COM-
MERCIAL DOCKS PROPERTY; AND FURTHER REQUIRING
THE PLANNERS TO DEVELOP A PARKS AND RECREATIONAL
USE PLAN FOR WATSON ISLAND SO THAT IT MAY BE
APPROPRIATELY RELATED TO THE USE PLAN TO BE
DEVELOPED FOR THE COMMERCIAL DOCKS SITE,SAID
PROPOSAL TO INCLUDE BOTH WRITTEN AND ORAL
PROPOSALS AND TO BE PRESENTED TO THE COMMISSION
AT A PUBLIC HEARING PRIOR TO ACCEPTANCE
WHEREAS, the electorate of the City of Miami successfully
voted upona $39,890,000. bond issue for the acquisition of
new park lands and development of existing park facilities;and
WHEREAS, the $39,890,000. bond issue specifically provided
for the development of the Old Port of Miami for parks and
recreational use; and
WHEREAS, the early development of the Old Port Site to
parks and recreational uses will be a community -wide benefit;
and
WHEREAS, time is of the essence in converting the property
to parks and recreational uses; and
WHEREAS, it is necessary for the City to receive pro-
fessional advice as to the type of parks and recreational
facility to be developed on the Old Port Site; and
WHEREAS, professional parks and recreational land planners
can advise the City as to how best to develop the Old Port Site
for parks and recreational use; and
WHEREAS, parks and recreational land planners who will
make their staff available can accomplish such study within
a three-month period;and
WHEREAS, the $39,890,000. bond program also provides
for the acquisition and development of the P & 0 properties
adjacent to and immediately south of the Commercial Docks
property; and

WHEREAS, some time will be required for the condemnation
and acquisition proceedings to obtain the P. & O. property; and
WHEREAS, the parks and recreational land planners can take
into consideration the future addition of this waterfront parks
and recreational site which will become contiguous with the
Old Port property site, both to be used for parks and recre-
ational purposes; and
WHEREAS, the existing Old Port property docks are so
arranged they can provide a means whereby pleasure craft
berthing can be developed; and
WHEREAS, Watson Island lies immediately off shore from
the proposed waterfront parks and recreational development
at the Old Port site and the P & 0 properties; and
WHEREAS, future parks and recreational activities of
Watson Island should be related to the proposed development
of the waterfront properties;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. That the City Manager be, and is hereby,
authorized to receive proposals from parks and recreational
land planners for the purpose of developing a parks and
recreational use plan for the Commercial Docks property,
said proposals to include both written and oral proposals
which are to be presented to the Commission at a public hearing
prior to acceptance.
Section 2. That the planners be required to develop a
parks and recreational use plan for Watson Island so that it
may be appropriately related to the use plan to be developed
for the Commercial Docks site.
