3/9/72 9 `14Au ©S RESOLUTION NO.i"..5-71 A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A FEDERAL GRANT APPLICATION TO THE DEPARTMENT OF JUSTICE, LAW ENFORCEMENT ADMINISTRATION, TO INITIATE A PROJECT ENTITLED "CITY OF MIAMI POLICE PROJECT TO SUPPRESS FENCING ACTIVITIES", AND FURTHER AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE CONTRACTS AND AGREEMENTS THEREBY. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section to The City Manager is hereby authorized to submit a Federal Grant Application to the Department of Justice, Law Enforcement Administration, to initiate a project entitled "City of Miami Police Project to Suppress Fencing Activities". Section 2. The City Manager is further authorized to accept the Grant and execute contracts and agreements necessary to implement the project in anticipation of approval of this program, and subject to receipt of the Federal funds. A concerted effort Vi1.1•'be made toward individuals (fences) that make it possible for the burglar to dispose of• the fruits of the crime. We belipeve that the majority of 'stolen goods are delivered to organized fences and resold in other parts of'the county or state-, or in areas even more distant from the scene of the offense. It is •• obvious that the mass movement of stolen property can only•be performed by members of a highly organized criminal group. .Team members will be an attorney for legal advice and "direction, an auditor to inspect the books of a business that is suspected of criminal activity, a systems analyst to coordinate line activities with computer operations and disseminate appro- priate statistical data, and a steno clerk to' provide necessary clerical support. The City of Miami Police Department will furnish eight investi- gators and a stpervisor to concentrate on the identification of persons • dealing in stolen property. The newest electronic devices will•be utilized to•help trace the movement of stolen property. Business, civic, and private groups will be apprised of organized fencing activities and their impact on the community.
