A RESOLUTION REQUESTING THE CITY MANAGER
TO DESIGNATE THE CITY ATTORNEY AND HIS
ASSISTANTS, TOGETHER WITH THE ASSISTANCE
OF THE POLICE DEPARTMENT, TO EXAMINE INTO
THE CONDUCT OF JUDGE LEONARD L. LEVENSTEIN
AND JUDGE GERALD J. TOBIN IN CONNECTION
WITH THEIR OFFICIAL CAPACITIES AS JUDGES
OF THE MUNICIPAL COURT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. That the City Manager is hereby
requested to designate the City Attorney and such
assistants as he deems necessary to examine into the
affairs of the Municipal Court, particularly the
activities of Municipal Judges Leonard L. Levenstein
and Gerald J. Tobin in their conduct as Municipal
Judges.
Section 2. It is further requested that the
City Manager require that all officers and employees
of the City cooperate in furnishing evidence to
further the investigation as requested in Section 1
hereof.
PASSED AND ADOPTED this 17th day of February,
1972.

This is to advise that pursuant to $ 17 of the
Charter of the City cf Miami, Chapter 10847, Special Acts,
Laws of Florida, 1925, as amended, you are hereby appointed
by me to examine the affairs of the Municipal Court of the
City of Miami, particularly the conduct and affairs of
Judges Leonard L. Levenstein and Gerald J. Tobin.
Further, jointly or severally you shall have the
right to require the attendance of witnesses and the pro-
duction of books and papers and other evidence in conducting
your investigation.
All interrogation of witnesses shall be under oath,
the witnesses sworn and the statements stenographically
reported.
Upon completion of your investigation the sworn
statements shall be submitted to me, together with any other
evidence which your investigation has revealed. You shall
forthwith submit the above matters to me together with your
recommendations pertaining thereto.
All officers and employees of the City of Miami
are instructed to cooperate with you in carrying forth your
duties pursuant to this directive.
