The meeting was called to order by Chair Gabela at 12:23 p.m., and was adjourned at 12:32 p.m. ALSO PRESENT: Keith Carswell, CRA Administrative Designee Domini Gibbs-Sorey, Assistant General Counsel Todd B. Hannon, Clerk of the Board Chair Gabela: Good afternoon to everyone. I'm calling to order the July 23rd, 2026, Allapattah CRA (Community Redevelopment Agency) meeting. PUBLIC COMMENTS FOR ALL ITEM(S) Chair Gabela: The public comment period is now open for Resolution Number 1. Are there any public comments? Any -- Silvio? Silvio Frank Pupo-Casco: Commissioner Gabela, congratulations. This is a big milestone. Frank Castaneda, congratulations. And 1 know some of the other folks from the neighborhood that also worked on this. I think it's a huge accomplishment. And I just wanted to let you know I'm starting to work together on the Allapattah Underline project. I'm coordinating with the Brickell Underline to give it its own unique taste. And I look forward to talking to you about that offline. Again, congratulations on this huge milestone for the neighborhood. Chair Gabela: Thank you very much, Silvio. We appreciate that. And I too have been talking with the Underline as of last year. So, thank you very much for your support. We appreciate it. Mr. Pupo-Casco: My pleasure. ALLAPATTAH CRA RESOLUTION 19586 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE ALLAPATTAH REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY ("ALLAPATTAH CRA"), WITH ATTACHMENT(S), APPROVING, ACCEPTING, AND ADOPTING THE COMMUNITY REDEVELOPMENT PLAN, ATTACHED AND INCORPORATED AS EXHIBIT "A", REGARDING CERTAIN GEOGRAPHIC AREA OF THE CITY OF MIAMI, FLORIDA ("CITY") KNOWN AS ALLAPATTAH, GENERALLY BOUNDED ON THE NORTH BY STATE ROAD 112/AIRPORT EXPRESSWAY, ON THE EAST BY INTERSTATE-95 AND NORTHWEST 7TH AVENUE, ON THE SOUTH BY THE MIAMI RIVER, AND ON THE WEST BY NORTHWEST 19TH AVENUE, AS MORE PARTICULARLY DESCRIBED IN EXHIBIT "B" ATTACHED AND INCORPORATED ("AREA"); AND MAKING CERTAIN FINDINGS WITH RESPECT TO SUCH REDEVELOPMENT PLAN AND SUCH GEOGRAPHIC AREA; FURTHER DIRECTING THE EXECUTIVE DIRECTOR TO TRANSMIT A COPY OF THIS RESOLUTION, WITH ATTACHMENT(S), IN ACCORDANCE WITH SECTIONS 163.360 AND 163.410 FLORIDA STATUTES, TO THE GOVERNING BODY OF THE ALLAPATTAH CRA FOR FURTHER LEGISLATIVE ACTION; FURTHER RECOMMENDING THE PLAN TO SAID GOVERNING BODY; PROVIDING FOR THE INCORPORATION OF RECITALS AND AN EFFECTIVE DATE. Domini Gibbs-Sorey: Good afternoon, Board. Domini Gibbs-Sorey, assistant city attorney for the City of Miami, serving as general counsel to the Allapattah CRA (Community Redevelopment Agency). Resolution 1 is a resolution of the Board of Commissioners of the Allapattah Redevelopment District Community Redevelopment Agency approving, accepting, and adopting the Community Redevelopment Plan, attached as Exhibit A, regarding certain geographic area of the City of Miami known as Allapattah, as more particularly described in Exhibit B, attached and incorporated, making certain findings with respect to such redevelopment plan, and directing a copy of the resolution to be submitted to the governing body of the Allapattah CRA.
